François Louis René Mouchard de Chaban

François Louis René Mouchard Comte de Chaban (born August 18, 1757 in Paris , † March 23, 1814 in Hamburg ) was a French administrator and politician. During the so-called French era , he was Prefect of the Department de Rhin-et-Moselle from 1803 to 1805, and from 1810 until his death Artistic Director in the “General Government” of the Hanseatic Department .

Life and work

Mouchard de Chaban was married to Marie Madeleine du Jon and had four children. In 1800 he was made sub-prefect of Vendôme . He received the Order of the Legion of Honor in 1804.

Napoleon appointed Mouchard de Chaban in June 1803 to succeed Philippe Joseph Boucqueau as prefect of the department de Rhin-et-Moselle. On September 17th, 1804 he received Napoleon with his wife Joséphine in Koblenz . After his decree of April 20, 1804, a pawn shop was founded in Koblenz, a forerunner of the Sparkasse Koblenz , in order to prevent the exploitation of the poor by pawnbrokers. He had the water pipeline that Elector Clemens Wenzeslaus of Saxony built from Metternich to Koblenz extended and connected to other wells in the city. He helped pastor Joseph Gregor Lang to be appointed pastor of the newly founded parish of St. Peter in Neuendorf . Mouchard de Chaban also intervened in local politics and in 1804 replaced the Koblenz mayor ( Maire ) Johann Friedrich von Eltz with Johann Nikolaus Nebel . In March 1805 he left Koblenz, and was succeeded by Alexandre de Lameth as prefect .

In 1805 he was briefly prefect of the Dyle department .
