NRWision is a non-commercial media portal on which citizens can publish their self-produced video and audio productions. The offerings include an online media library and a nationwide TV learning channel. The media project NRWision is funded by the State Agency for Media North Rhine-Westphalia . Responsibility lies with the Institute for Journalism at TU Dortmund University , which develops and operates the project.

The director is the television presenter and journalism professor Michael Steinbrecher , the editor-in-chief is a qualified journalist and media trainer Stefan Malter . Journalism students at TU Dortmund University take on the program editing . They sift through all formats according to legal, journalistic and technical criteria, put the program together into a broadcast sequence, write accompanying texts and metadata for all programs and give all producers personal feedback with suggestions for content and technical improvement.

  • In 2009, the TV-Lernsender.NRW was first launched - as a possible successor model to the Open Channels in North Rhine-Westphalia and initially as a three-year pilot project.
  • From July 1, 2009, the television program could be received as a test operation in the digital cable network of Unitymedia (later Vodafone ). Today, NRWision broadcasts in North Rhine-Westphalia on channel 84 unencrypted and at no additional cost with a potential range of around 4 million households.
  • Since April 2010, the TV learning channel has also been offering a live stream on its own website.
  • The TV learning channel has been distributed under the name NRWision since October 2010 . Viewers and producers have chosen the new station name in a nationwide vote. The three proposals that were available for selection (“calido”, “nrwision” and “omnis.tv”) were selected from more than one hundred audience proposals. nrwision won the voting with around 53 percent of all votes.
  • NRWision has been broadcasting regularly since January 1st, 2012 . The media commission of the State Agency for Media North Rhine-Westphalia decided on September 16, 2011 in Düsseldorf.
  • Since January 2012, all contributions from the TV program have been available in a complete media library . The media library was created as an additional offer beyond the actual promotion as a television broadcaster.
  • Since September 2012, NRWision can also be received by the cable network operators NetCologne and NetAachen .
  • From September 2014, all current programs were offered in the TV media library at Telekom Entertain .
  • In 2015, NRWision offered specially developed media library apps for Kodi and Amazon Fire TV .
  • In 2016 all contributions could be accessed in the multithek , an HbbTV offer via DVB-T .
  • From 2016, the TU Dortmund developed a media library for audio and video productions on behalf of the State Media Authority in North Rhine-Westphalia . The NRW citizen media platform was supposed to make programs and contributions from the TV learning station, the citizen radio and the NRW campus radio accessible on a joint website. In the test operation, citizens in North Rhine-Westphalia were able to continuously participate in the development and design of the new platform.
  • Since April 2017 - after the successful test operation - the citizen media platform NRW has also had the brand name NRWision .
  • The linear TV program from NRWision has been available via Zattoo since 2017 .
  • In April 2018, the new media library will replace the previous website of the TV learning channel. A new common logo connects the platforms.
  • The linear TV program from NRWision has been available on MagentaTV since 2019 .
  • Since 2020, both projects - TV learning station and citizen media platform NRW - have been merged in a joint application. Funding as a project of the State Agency for Media North Rhine-Westphalia is currently secured until the end of 2022.
