biography

Origin and education

Neiphiu Rio was born as the son of Guolhoulie Rio and his wife Kevilhou Rio in the rural Naga Hills district , which at that time still belonged to Assam. He belongs to the Angami Naga ethnic group and Angami is his mother tongue. Like the vast majority of the Naga, he belongs to the Christian religious community. He received his education first at the local Baptist English School and then at the Sainik School in Purulia (West Bengal). He then attended St Joseph's College in Darjeeling , then returned to Nagaland and earned an MA from Kohima Arts College

Political career

In the 1970s he became local chairman of the youth organization of the United Democratic Front , a regional party in Kohima district. He later switched to the Congress Party . In 1989 he was first elected to the Nagaland Parliament in constituency 11-Northern Angami-II . In the following elections in 1993, 1998, 2003, 2008, and 2013 he was able to maintain this constituency. From 1989 to 1990 Rio was State Secretary in the Nagaland government and 1990–1990, 1993–1998, and 1998–2002 Minister in the Nagaland government. In 2002 Rio fell out with the then Chief Minister Sanayangba Chubatoshi Jamir , resigned as minister in September 2002 and later left the Congress Party. He and his followers joined the Naga People's Front (NPF), which was then called the Nagaland People's Council . After the Nagaland parliamentary election in 2003, the NPF formed a coalition government supported by the BJP parliamentary group, and Neiphiu Rio became Nagaland's chief minister. Towards the end of the legislative period, the government gradually lost its parliamentary support, so that it was finally ousted in 2008 by the central government in favor of president's rule . However, the NPF was able to expand its position in the following parliamentary election in 2008 and even won an absolute majority in the 2013 election, so that Rio was again serving as Chief Minister from 2008.

Development since 2014

In the all-India parliamentary elections in 2014 , Neiphiu Rio decided to run for Lok Sabha . He won the one constituency with which Nagaland is represented in the Indian parliament and was a member of parliament in Delhi from 2014 to 2018. His party colleague TR Zeliang took over the post of Chief Minister . However, under Zeliang as Chief Minister, some controversy arose in Nagaland. The dispute over the introduction of a quota for women for the filling of public offices in Nagaland led to Zeliang's resignation on February 22, 2017. His successor as Chief Minister was Shurhozelie Liezietsu , who only held office for a few months because Zeliang and his supporters managed to be reappointed Chief Minister in a political comeback in July 2017. In this dispute, the NPF party chairman Neiphiu Rio, who is in distant Delhi, fell into political sideline and completely lost influence in his party. Rio then began to rally its supporters and prepare its political return to Nagaland. He became the leader of a newly founded party, the Nationalist Democratic Progressive Party (NDPP), which consisted largely of dissatisfied former NPF activists. In the parliamentary elections in Nagaland on February 27, 2018, Rio's NDPP and Zeliang's NPF essentially faced each other. The NPF won 27 of Nagaland's 60 constituencies and the NDPP 16. With the support of the BJP parliamentary group (12), Rio was able to garner sufficient support for him to be reappointed Chief Minister of Nagaland by the governor of Nagaland on March 8, 2018 .
