Norbert Ségard (born October 3, 1922 in Aniche , North Department , † February 1, 1981 in Lille , North Department) was a French politician who was a member of the National Assembly and temporarily Secretary of State and Minister.

Life

Degree, university professor and scientist

Norbert Ségard, son of the commercial director of the Aniche glassworks and a teacher, began studying mathematics and natural sciences at the Université Lille Nord de France after attending the Lycée Notre-Dame-de-Grâce in Cambrai . During his studies he was chairman of the Catholic Student Union of the university between 1940 and 1942 and did his compulsory labor service STO ( Service du travail obligatoire ) during the Second World War . In 1945 he completed his studies in 1945 with a diplôme d'études supérieures (DES) and also obtained a doctorate in physics in 1953. In 1954 he was then appointed professor at the Institut Catholique de Paris (ICP), the Catholic University (la Catho) of Paris. At the same time he became a professor at the Institut supérieur d'électronique de Paris (ISEN), which he co-founded , and of which he also became director.

In 1961 Ségard was also one of the co-founders of the Institute for Economics, Trade and Social Affairs for Engineers (Institut d'économie, d'entreprise et de formation sociale pour ingénieurs) . In 1963 he became Dean of the Scientific Faculty of the Institut Catholique de Paris and also founded the Agricultural University Institute ISA (Institut supérieur d'Agriculture) in Lille. During his many years of research and teaching, he mainly dealt with topics such as ultrasound and was also a member of the Supreme Education Council (Conseil supérieur de l'éducation) between 1968 and January 1975 . In 1969 he also founded the Federation to represent the common interests of universities (Fédération des établissements d'enseignement supérieur d'intérêt collectif) .

Member of Parliament, State Secretary and Minister

On April 2, 1973, Norbert Ségard became a member of the National Assembly (Assemblée nationale) for the Union des démocrates pour la République (UDR) in the North Department for the first time . He resigned his mandate after he became State Secretary for Foreign Trade (Secrétaire d'Etat au commerce extérieur) in the Chirac I cabinet on June 18, 1974 . On January 31, 1975, he took over the newly created office of Foreign Trade Minister (Ministre du commerce extérieur) and held this position until he was replaced by Raymond Barre on January 12, 1976. He himself then took over the post of State Secretary for Post and Telecommunications (Secrétaire d'Etat aux postes et télécommunications) . He also held the post of State Secretary for Post and Telecommunications between August 28, 1976 and March 30, 1977 in the Barre I cabinet , from March 31, 1977 to April 1, 1978 in the Barre II cabinet and between April 7, 1978 and November 5, 1980 in the Barre III cabinet .

On April 2, 1978, he again became a member of the National Assembly for the Northern Department, but resigned his mandate on May 5, 1978 after being appointed to the government. In the course of a government reshuffle, he finally took over the post of Minister Associate with the Prime Minister (Ministre délégué auprès du Premier ministre) in the Barre III cabinet on November 5, 1980, and held this position until his death on February 1, 1981.
