Norges vassdrags- og energidirektorat ( NVE for short ; Nynorsk : Noregs vassdrags- og energidirektorat ; German: Norwegens Wasserlauf- und Energiedirektorat ) is a Norwegian authority that is responsible for the management of water and energy resources . It is subordinate to the Norwegian Ministry of Oil and Energy .

history

The origin of today's authority lies in the canal authority Kanalvesenet , which was founded in 1847. This was responsible for the topics of traffic , rafting and industry around the Norwegian waters. In 1921 a separate authority for water and electricity was spun off from it, which was given the name Norges vassdrags- og elektrisitetsvesen (NVE, German: Norway's water and electricity system ). This was based on a proposal from the Norwegian Ministry of Labor in 1919, which called for the area to be reorganized.

In 1971, the Ministry of Industry gave the NVE responsibility for tasks related to water pollution . This department was handed over to the new authority Statens vann- og avløpskontor (German: State Water and Drainage Office ) in 1972 when the Ministry of Environment was founded . In 1986 the authority was named Norges vassdrags- og energiverk (German: Norwegens Gewässer- und Energiewerk ) and finally the construction and operation of the state power plants and power lines was outsourced to the administration company Statkraft . This reduced the number of NVE employees from 4,000 to 380. In 1991, the company was again split into two state-owned companies, namely Statkraft and Statnett . Statkraft was handed over to the Ministry of Economic Affairs ( Nærings- og handelsdepartementet ) in 2002 .

In 1998 the authority changed its name again and has been called Norges vassdrags- og energidirektorat since then .

Areas of responsibility

The authority is responsible for the water and energy supply in Norway. It should implement an environmentally friendly management of the waters and build a cost-efficient energy system. Norges vassdrags- og energidirektorat handles, among other things, applications for the construction of new power plants, power lines, transformers and other structures that concern the power supply and the regulation of water bodies. Another area of ​​responsibility is flood prevention and the prevention of landslides and rockfalls . The NVE is responsible for the on-call service in the event of floods, landslides and accidents in Norwegian waters.

Overall, the authority is divided into seven departments. In addition to the administration department, there is one department each for energy, permits, supervision and readiness, hydrology, landslides and bodies of water as well as regulation in the energy sector. In cooperation with the development authority NORAD, the NVE advises developing countries on the subject areas entrusted to it.
