Osmar Spitzner

Osmar Spitzner (born June 29, 1924 in Hartha ; † November 24, 1969 in Berlin ) was a German lawyer . He was State Secretary at the Council of Ministers of the GDR and a member of the People's Chamber .

Life

The son of one of the employees attended elementary and high school and graduated from high school. In 1942 he joined the NSDAP .

After the war he worked as a machinist and in 1945 became a member of the KPD and the FDGB . In 1946 he became a member of the SED and began to study law at the University of Leipzig , which he graduated in 1950 as a lawyer and certified insurance expert. In the same year he was promoted to Dr. jur. doctorate and worked until 1957 as head of the legal department of the Ministry of Mechanical Engineering. In 1956 he received his habilitation and was a lecturer in civil law at the University of Rostock in 1957/58 . From 1958 to 1967 he was chairman of the State Contracting Court at the Council of Ministers of the GDR (successor to Max Hermann Masius, who fled to the Federal Republic ). From 1959 he was president of the court of arbitration at the Chamber of Foreign Trade and at the same time until 1963 professor with a teaching position at the University of Rostock. Since 1964 he was a full professor at the Humboldt University in Berlin .

In July 1967 he was elected a member of the People's Chamber. Here he was a member of the SED parliamentary group in the constitutional and legal committee. On September 6, 1967, he was appointed State Secretary for Constitutional and Commercial Law at the Council of Ministers of the GDR.

He died after a serious illness at the age of 45.
