Before that he was a member of the Progressive Socialist Party of Ukraine , which opposes the West, the United States, globalization and the International Monetary Fund and advocates joining the Russian Federation.

Since 2014

On March 1, 2014, activists of the Donbass People's Armed Forces under Gubarev's leadership stormed the building of the regional administration in Donetsk . They hoisted the Russian flag and urged the deputies to call a “referendum” on the future of the oblast. Since these did not do this, the occupiers did this "in their place" and appointed Gubarev "People's Governor". Gubarev was seen as an opponent of Sergei Taruta , whom the Kiev central government had recently appointed governor of the oblast. On March 6th the building was retaken and Gubarev was arrested. He could face up to ten years in prison . He was taken to Kiev, where he was remanded for two months. His release became the main demand of the pro-Russian movement in the region. On May 7, Gubarev was released in exchange with three kidnapped officers from the Ukrainian domestic intelligence service SBU who were held in Slovyansk.

Gubarev quickly made his mark as a spokesman for protests loyal to the Kremlin and had many supporters. His rise was "surprising". "He did not represent any group and his appearance as an organizer of mass protests was totally unexpected," said Donetsk's deputy mayor Serhiy Bogachev. Gubarev is now chairman of the New Russia party (Partija Novorossija / PN), which was founded on May 13 by Valery Korovin , Alexander Prokhanov and Alexander Dugin .

On July 25, 2014, he and his wife Yekaterina Gubarewa were placed on the European Union's sanctions list in connection with Russian policy on Ukraine .

On the night of October 12-13, 2014, Gubarev was injured while driving from Rostov-on-Don, Russia, to Donetsk after his vehicle came under fire in the embattled Donetsk Oblast. He was in a hospital in Rostov-on-Don in a coma for at least one day.
