Peter Spencer Bowness, Baron Bowness , CBE , DL (* 19th May 1943 ) is a British politician ( Conservative Party ).

life and career

Bowness attended the Whitgift School in South Croydon and the Law Society School of Law , as well as the College of Law . From 1966 he worked as a lawyer . From 1970 to 2002 he was a partner at Weightman Sadler Solicitors in Purley . Since 2002 he has been a consultant ( Consultant ) in the firm Streeter Marshall Solicitors , which has offices in Croydon , Purley and Warlingham maintains.

From 1968 to 1998 he was a member of the City Council ( Councilor ) in the London Borough of Croydon , its Chairman ( Leader ) from 1976 to 1994, and Mayor ( Mayor ) from 1979 to 1980. Bowness was from 1978 to 1980 Vice Chairman of the Association of Metropolitan Authorities and chairman of the London Boroughs Association from 1978 to 1994. From 1994 to 1996 he was opposition leader in Croydon Council .

Since 1981 he has been Deputy Lieutenant of Greater London . He was a member of the Audit Commission from 1983 to 1995 , of the London Residuary Body from 1985 to 1993 and of the National Training Task Force from 1989 to 1992 .

Membership in the House of Lords

Bowness was named Life Peer in 1996 as Baron Bowness , of Warlingham in the County of Surrey and of Croydon in the London Borough of Croydon .

From 1997 to 1998 he was opposition spokesman for local government issues in the House of Lords . From 1999 to 2000 he was a member of the Assembly for the Draft Charter of Fundamental Rights of the European Union as representative of the House of Lords.

Bowness was or is on several House Lords committees. He was 1999 Chairman of the Joint Sub-Committee ( Bill Joint Committee ) Draft Local Government (Organization and Standards) . From 2000 to 2003 he was a member of the EU subcommittee C Common Foreign and Security Policy , which deals with common foreign and security policy. He was a member of the committee of inquiry Chinook ZD567 2001-2002, and from 2002 to 2006 and since 2008 the Joint Committee on Human Rights ( Human Rights Joint Committee ).

From 2003 to 2007 he was a member of the Committee on Affairs of the European Union ( European Union ). From 2003 to 2006 he chaired the EU subcommittee on C Foreign Affairs, Defense and Development Policy . He has been a member of the EU E Law and Institutions subcommittee since 2006 and co-opted chairman since 2009. Since 2009 he has been a member of the Committee on European Union Affairs again.

Bowness has been the chairman of the Lithuania Group since 2001. He has been the vice chairman of the Romania Group since 2006 and of the Moldova Group since 2009.

As focal points of his political work on the side of the House of Lords, Bowness specifies the local administration, in particular the city administration of London , and affairs of the European Union. He is particularly interested in the countries of Central and Eastern Europe , as well as the Balkans .

Further offices and honors

He was a member of the UK delegation to the Congress of Regional and Local Authorities of Europe at the Council of Europe from 1990 to 1998 and to the Committee of the Regions (CoR) from 1994 to 1998. From 1993 to 1994 he was a member of the Board of Directors of the London First / London Forum . Bowness is a member of the Inter-Parliamentary Union . He has also been a member of the UK delegation to the OSCE Parliamentary Assembly since 2007 . Bowness was the governor of the Whitgift Foundation .

In 1981, Bowness was named Commander of the Order of the British Empire . In 1987 he became a Freeman of the City of London . In 2002 he became Honorary Freeman of the London Borough of Croydon.

family

Bowness married Marianne Hall on July 27, 1969. Their daughter was born in 1978. The marriage was divorced in 1983. On June 6, 1984, Bowness was second married to Patricia Jane Cullis.
