Peter Bußjäger (born May 4, 1963 in Bludenz ) is an Austrian constitutional and administrative lawyer. Bußjäger is a university professor at the University of Innsbruck , director of the Institute for Federalism and constitutional judge at the Liechtenstein State Court .

Education and personal life

Peter Bußjäger was born on May 4, 1963 as the son of Georg and Hilda Bußjäger in the district capital Bludenz in the Austrian state of Vorarlberg . He attended the Bundesrealgymnasium Bludenz , from which he graduated with excellent results in 1981 . Subsequently, from 1981 to 1985, Bußjäger completed his degree in law at the University of Innsbruck , which he completed in 1985 with a graduate degree in law. 1985 because the PhD joined, which he 1986 with the promotion of Doctor of Law completed (doctorate.). In the following two years, Peter Bußjäger completed his legal practice at the Bludenz District Court and the Feldkirch Regional Court .

Professional background

Following his legal practice, Peter Bußjäger entered the service of the state of Vorarlberg on September 1, 1987, where he initially worked as an employee of the spatial planning department of the Vorarlberg state government . From January 1, 1990, Bußjäger was subsequently head of the economic department of the district authority Bludenz, where he was also the first deputy of the district captain from February 13, 1991. On May 11, 1992, Bußjäger returned to the office of the Vorarlberg state government and took up a position in the legislative department. With effect from July 1, 1992, Peter Bußjäger was subsequently appointed as a civil servant in the Vorarlberg State Legal Service. Furthermore, Peter Bußjäger completed the university course in European law in Schloss Hofen in 1993 and 1994 , which he completed as an academically certified expert in European law. On March 1, 1999, he became Deputy Head of the Legislative Department and from March 15, 1999, he was also the second deputy of the Landtag director .

In 1999 Peter Bußjäger worked on his habilitation thesis on the subject of organizational sovereignty and the modernization of state administrations . As a result, he was in March 1999, a university lecturer of Constitutional Law, Administrative Law and Public Administration at the Institute of Public Law and Political Science at the University of Innsbruck habilitation . Since January 1st 2001 Peter Bußjäger has been director of the Institute for Federalism in Innsbruck. In January 2003 he was finally appointed director of the Vorarlberg state parliament , which he subsequently remained until the end of 2012. Peter Bußjäger was also involved in the Austria Convention , a large nationwide constitutional convention of the Republic of Austria, from 2003 to 2005, where he was Chairman of Committee 5, which was responsible for the distribution of legislative tasks between the Federation and the Länder.

From October 2005 to October 2009 he was also a member of the Liechtenstein Administrative Court before he was appointed to the State Court of the Principality of Liechtenstein in 2009 . On January 1, 2013, Peter Bußjäger resigned as director of the Vorarlberg state parliament in order to be able to accept a new position as research officer at the Liechtenstein Institute in Bendern . On October 1, 2014, Peter Bußjäger took up an endowed professorship for the State of Tyrol at the Institute for Public Law, Political Science and Administration at the University of Innsbruck and thus became a university professor. On February 1, 2018, Peter Bußjäger was appointed full-time professor for constitutional law, administrative theory and Austrian administrative law at the University of Innsbruck, which is why he ended his engagement at the Liechtenstein Institute at the same time.

Since 2018, Peter Bußjäger has been a member of the Venice Commission for Liechtenstein, where he is a member of the Joint Council for Constitutional Justice. He has also been a member of the group of independent experts for the European Charter of Local Self-Government since 2018 .
