Petro Welt Technologies (formerly CAT Oil ) is an Austrian stock corporation that operates as a service provider in the natural gas and oil production business in Russia and Kazakhstan . The company is the market leader among independent service providers in Russia in both hydraulic fraturing and sidetrack drilling and works for almost all major oil companies in the region.

The company was founded in 1991 in Celle in Lower Saxony and has been majority-owned by the French oil manager Maurice Dijols since 2014. The joint ventures CATKoneft ( Kogalym location ) and CATOBNEFT ( Nizhnevartovsk location ) were founded with the Russian companies Lukoil and TNK-BP , all of which went to CAT Oil in 2002 and 2004, respectively. In 1993 the company headquarters was relocated to Baden near Vienna for tax reasons . Today the company is based in Vienna , the operating units are located in Russia.

In 1996 the company became part of the Cypriot holding company CAT. Holding Ltd. which, according to the company, was initially majority owned by Walter Höft, but this was repeatedly questioned in press reports. Major shareholder in CAT Holding Ltd. was also one of the founders of the company Anna Brinkmann until 2014, who has held almost 11 percent of the CAT Oil shares since December 2008 and also acted as a board member.

In October 2014, Joma Industrial Source Corp. announced that it had taken indirect control of 47.7% of CAT oil AG and, after approval by the German financial services regulator BaFin, announced a mandatory offer to the other shareholders under German law. The indirect transfer of the 47.7% block of shares was made by exercising an option to acquire Skible Holdings Limited, a largely indirect CAT oil shareholder, in full. The longstanding French oil manager, Mr. Maurice Dijols, introduced himself to the public as the owner of the new shareholder Joma. During the term of the acceptance period, the four previous members of the management board of CAT Oil declared that they would resign their mandates with immediate effect or terminate their contracts.

With the completion of the mandatory public offer in January 2015, Joma acquired a further 39.3 percent of CAT Oil, increasing the share held by Maurice Dijols to around 87 percent. After the subsequent resignation of the supervisory board, an extraordinary general meeting at the end of February 2015 elected the three new supervisory board members: Maurice Dijols, Remi Paul and Dr. Ralf Wojtek. The election was confirmed at an ordinary general meeting at the end of June 2015. Since the takeover, the new board has been formed by Yury Semenov as chairman of the board and Valeriy Inyushin as deputy and chief financial officer.

In the 2014 annual financial statements, the company reported sales of the equivalent of EUR 411.5 million with a positive consolidated result of EUR 56.5 million.

On August 23, 2016 the company changed its name from CAT Oil AG to Petro Welt Technologies AG .

The company mainly deals with hydraulic fracturing and side tracking. In the hydraulic fracturing process, a gel is pressed into the rock layers in order to increase the yield in gas and oil production. Side tracking is a deep drilling technique with the help of which damage to boreholes can be avoided or new deposits can be reached away from an existing borehole. Most of the around 3000 employees (as of early 2015) come from Russia and work in teams on a total of 16 fracturing fleets, 26 mobile sidetracking rigs and 15 "drilling rigs", which are operated by the operating subsidiaries, on oil and gas fields various large oil companies such as Gazprom , Lukoil, Rosneft , TNK-BP and KazMunaiGaz in Russia and Kazakhstan.
