Placido "Siding" Lizares Mapa (born February 14, 1901 in Talisay , Negros Occidental ; † April 24, 1967 in Mandaluyong , Metro Manila ) was a Filipino entrepreneur and politician who, among other things, was Minister for Trade and Industry in 1948, between 1948 and 1950 and 1953 Minister of Agriculture and Natural Resources.

Life

Placido "Siding" Lizares Mapa was a son of Dionisio Mapa , who belonged to the first legislative assembly of the Philippines between 1907 and 1909, and his wife Adela Lizares-Mapa. His uncle Victorino Mapa was President of the Supreme Court of the Philippines (Chief Justice of the Supreme Court of the Philippines) between 1920 and 1921 . His sister Estrella Mapa-Ybiernas was married to the politician Vicente Rico Ybiernas , who was also a member of the Legislative Assembly several times and was a member of the National Assembly during the occupation of the Philippines by Japan in World War II . He himself graduated from the University of the Philippines . He has worked in the family's businesses and large estates, such as Talisay-Silay Milling Co. and Danao Sugar Co. , and among others in the Philippine Sugar Association , the association of the sugar industry, of which he became president in 1937. He was also the Chairman of the Board of Directors of Philippine Securities and Investment Corporation , one of the largest corporate lenders. In 1940 he was also president of Filippine Films . On March 2, 1942, he became director of the government agency for purchasing and supply (Bureau of Purchase and Supply) . In 1946 he was chairman of the National Red Cross fundraising campaign.

On April 15, 1948, Placido Mapa Minister of Trade and Industry in the Cabinet of Elpidio Quirino . In July 1948, President Quirino signed a law (Republic Act No. 330) to control imports of non-essential goods and luxury goods. An import control committee chaired by Trade and Industry Minister Placido L. Mapa was set up to carry out this process. He held this office until an extensive cabinet reshuffle on September 21, 1948. He then became Minister of Agriculture and Natural Resources on September 21, 1948 and remained in this position until September 14, 1950, whereupon Fernando López succeeded him. On May 29, 1950, Mapa was appointed acting minister for economic coordination after Vice-President Fernando López had refused to accept this newly created office. He served in this capacity until his replacement by Salvador Araneta on September 14, 1950. On June 10, 1950, Minister Mapa reported that the production of the mineral industry increased by ₱ 22 million compared to the previous year, but still far from pre-war production with a volume of ₱ 100 million was removed. In addition, Mapa temporarily acted as provisional finance minister during the absence of finance minister Pio Pedrosa . After leaving the government on September 14, 1950, he became chairman of the board of the Rehabilitation Finance Corporation (RFC), which was entrusted, among other things, with the dissolution of the shipping administration (Philippine Shipping Administration) .

On May 26, 1953, Mapa took over the post of Minister for Agriculture and Natural Resources provisionally until December 30, 1953 after the resignation of López. This post he also held briefly in the cabinet of President Ramon Magsaysay , but was replaced in 1953 by Salvador Araneta . Together with the previous Ambassador to the USA Emilio Abello , George SK Ty and Finance Minister Pio Pedrosa, he was one of the founders of the Metropolitan Bank and Trust Company (Metrobank) on September 5, 1962 .
