Plymouth is a municipality in Richland County and Huron County in the US state of Ohio . The part of the community in Richland County belongs statistically to Mansfield - metropolitan region , the other part in Huron County is part of the Norwalk - Micropolitan Statistical Area . The population of Plymouth was 1,852 at the 2000 census.

The northern part of Plymouth is located in New Haven Township in Huron County, the southern half is located in Plymouth Township and is therefore part of Richland County. Although there is a uniform police force for the entire municipality, the case law is based on two different courts of law, which are located in the respective county seats .
