Presidential situation

The presidential situation (also known as the presidential round) is a secret, usually weekly meeting of the current national security situation in Germany. The purpose of the regular meeting in the German Federal Chancellery is to coordinate the political approach between the national security authorities and the federal government .

The body meets on Tuesdays in the Situation Center on the seventh floor of the Federal Chancellery, following the meeting of the State Secretaries' Committee for Secret Intelligence and Security (also known as the Intelligence Situation ). The State Secretaries' Committee regularly starts at 10 a.m. and takes place on the fourth floor.

The presidential situation became known to a broader public through the discussion of the cases of Khaled al-Masri and Murat Kurnaz, which were repeatedly discussed in this body .

The parliamentary group of Bündnis 90 / Die Grünen therefore demanded in 2007 that, contrary to previous practice, in future all incidents that are discussed in the presidential situation also be submitted to the parliamentary control body. However, this request was already rejected in the Interior Committee with the votes of the CDU / CSU and SPD parliamentary groups.

In the initial declaration of the Federal Minister for Foreign Affairs and former head of the Federal Chancellery, Frank-Walter Steinmeier , at the meeting of the 1st committee of inquiry of the 16th electoral term of the German Bundestag (on the El-Masri case) on Thursday, December 14, 2006, it says:

“The focus of these discussions [...] is the defense against dangers to our country. We are discussing forward-looking, so: What is new going on? Where do we have to be careful, where perhaps structures should be improved, especially with a view to possible terrorist activities? [...] The legal processing of individual cases [...] in which nothing can be changed is generally not an issue for the so-called presidential round. That might sound harsh, but that's how it was and that's how it is today, if I'm properly informed. "
