The dark cop drama takes place in 1967 and revolves around a group of New York Morals Police officers . They are constantly walking the fine line between moral and criminal behavior.

During the filming of Saving Private Ryan began Edward Burns started working on a screenplay for a film about Irish-American cop in New York. The research on this formed the basis for the series and in May 2015 TNT ordered ten episodes for a first season.
