Rıza Mahmut Türmen (born June 17, 1941 in Istanbul ) is a Turkish diplomat, former judge at the European Court of Human Rights and MP for Izmir in the Grand National Assembly as a member of the Republican People's Party (CHP), the country's largest opposition party.

He graduated from Istanbul University Law Faculty in 1964 . He received his Masters from McGill University in Montreal before writing his PhD in Political Science at Ankara University .

Since 1966, Türmen has held various posts in the Turkish Foreign Ministry. In 1978 he was appointed representative of Turkey in the International Civil Aviation Organization . In 1985 he was ambassador to Singapore . From 1989 to 1994 he worked in Ankara as Director General, responsible for the Council of Europe , the United Nations , the Organization for Security and Cooperation in Europe and Human Rights. From 1995 to 1996 he was ambassador in Bern , Switzerland . Between 1996 and 1997, Türmen was Turkey's permanent representative in the Council of Europe. From November 1st, 1998 to 2008 he was the Turkish judge at the European Court of Human Rights.

Since retiring as a judge, he has written columns for the Turkish newspaper Milliyet . Rıza Towers is also known as an advocate for judicial independence in Turkey.

Rıza Towers is married to Tomris Towers. The couple have a daughter.
