Lübeck in winter: the room service of a luxury hotel finds a dead guest in the bathtub. Commissioner Tina Campenhausen, married, one daughter, begins to investigate. She knows the dead person: it is the former director of a reform home, Kurt von Brederstein. Campenhausen grew up in this home as a child and von Brederstein raped and sexually coerced the children entrusted to him. Tina does not tell her colleagues that she knows von Brederstein. Suddenly her sister Jenny appears. Tina and Jenny have not seen each other since childhood. Tina realizes that Jenny, who also grew up and was abused in the home, murdered von Brederstein in revenge and she is faced with a conflict of conscience. Jenny moves in with Tina and wins Tina's daughter and husband for herself. The attractive woman starts an affair with the young inspector Chris, Tina's colleague. Tina feels like she is losing control. She helps Jenny remove traces. When Chris slowly realizes that Jenny and Tina may have had something to do with the murder, he is murdered by Jenny. Jenny draws suspicion on her sister because part of her plan for revenge is to destroy her sister's life. She blames her for the suffering suffered in the children's home, as she felt that her sister had left her in the lurch. When Tina is arrested on suspicion of murder, Jenny knocks Tina's husband down and kidnaps her daughter. Tina, puts everything on one card: she overpowers her boss and persecutes her sister. In a container port she frees her daughter and confronts her sister, who gives up without a fight and breaks down mentally in her sister's arms.
