program

The majority of the program is produced in the station's editorial area. In addition , broadcasters who are not part of the sponsoring community or the editorial offices create eighteen hours of programming a week in the so-called “open area” .

The carrier community

The supporting association is a non-profit association (eV). The association was founded on January 13, 1994 with the aim of obtaining a broadcast license for a Braunschweig local radio. The founding members were around 28 natural persons and 6 legal persons. In 2008 the association had around 250 members. The sponsoring community is represented by a board .

The editorial offices

The editors organize themselves in specialist editorial offices (FR). As in the case of sport, culture and social affairs, they work in one department . Alternatively, like the FR Youth and the FR Seniors, form a group with a view to a target group. The status of a specialist editorial office is awarded by the editorial representative.

The editorial representation

The editorial team consists of one delegate from each editorial team (provided it has at least 3 members). The editorial representatives elect 3 delegates to the program council and meet quarterly. The editorial representatives decide on the allocation of broadcasting slots.

The program council

The program council consists of 3 delegates representing the editorial team, a board member and the managing director. The program council manages the business of the editorial representative, decides on the inclusion of individual programs in the editorial program and monitors this with regard to quality and compliance with applicable laws.

Historical

Club history

Bruno Niehoff and Uwe Hildebrandt can be described as the fathers of Radio Okerwelle. When in 1993 a change in the state media law became apparent, in which non-commercial local radio should be established, they took the initiative and invited interested parties to a first meeting on October 20, 1993 in the Freizeit- und Bildungszentrum Bürgerpark (FBZ). On January 13, 1994, the association was officially founded with 34 members (6 of them legal). It should take more than 3 years for the broadcast to start. On May 1, 1997 00:00 o'clock, broadcasting began with a courtyard party .

The license

On November 9, 1993, the Lower Saxony state parliament passed a new state media law, which anchored the "operational trial for the establishment of non-commercial radio and open channels". Accordingly, 14 test projects are planned. Braunschweig is not initially there. Braunschweig only became a test area for non-commercial radio broadcasting on November 28, 1995. On March 1, 1996, the license application was submitted to the NLM. The "Braunschweig-Wolfsburg Radio Society" also submitted an application. The meeting of the NLM on September 10, 1996 decided in favor of Radio Okerwelle.

The operational test is completed in April 2002 and Radio Okerwelle is put into regular operation. Radio Okerwelle is now a “citizens' radio” (instead of previously “non-commercial radio”). The broadcaster must now also broadcast parts of the program in the form of an open channel. The new license is valid for 7 years.

With the decision of the Lower Saxony State Media Authority (NLM) on May 13, 2013, the license to broadcast citizens' broadcasting as radio in the Braunschweig region was renewed up to and including March 2021.

Event broadcasting

Before May 1, 1997, Radio Okerwelle was twice on the air with the so-called event broadcast. The broadcast was in each case with a power of 6 watts on the frequency 104.6 MHz. The station was located in the tower of the leisure and education center (FBZ).

  • April 28, 1994 - April 30, 1994: The broadcast studio in the FBZ gave 2 hours a day to the event “Youth in Dialogue”.
  • February 1995: From the broadcasting studio in the Neustadtmühle there was a 2 hour program for the “3. Free theater days ”.

Studio Leopoldstrasse

The first studio was in Leopoldstr. set up in the immediate vicinity of the Braunschweig center. On 700 m² there was generous space for studios, technology, editorial rooms and meeting rooms. A spacious foyer served as a communication hub.

Studio Rebenring

After five years, the NLM's funding was also reduced with the extended license. A smaller broadcasting house was sought as an economy measure. In June 2002 the station moved for the first time. The new address was Rebenring 6 (directly opposite the main cafeteria). Only 300 m² were available here.

Studio Brunsviga

Since November 2007 the studio is located in the Brunsviga (Karlstrasse 35). The former rooms of the music archive of the city of Braunschweig are used there. The reason for the move was the expired lease for the rooms in the Rebenring.

The transmitter

The program is broadcast by the Braunschweig 3 telecommunications tower Broitzem . The transmission power is 500 watts (ERP). The signal from the studio is fed in via a digital line. The transmitter went into operation on April 25, 1997. Until the official start of broadcasting on May 1, 1997, a notice loop was broadcast. A live stream offer can also be used on the broadcaster's website.

financing

The broadcasting operation is denied by various means.

  • The largest part comes from the NLM , which promotes all citizen broadcasters under the State Broadcasting Act. The NLM, in turn, receives the money from broadcasting fees (0.5%).
  • Members with their membership fee
  • Funders support the station with benefits in kind and in cash.

Advertising, sponsoring and teleshopping in the program are not permitted. (Section 30 (1), sentence 1 NMedienG)
