Ryan Varrett is a former police officer determined to avenge the murder of his family. In 2009, while Ryan was a Dallas cop, his wife Constance Marie Varrett and 9-year-old son Matt Ryan Varrett were brutally killed by a gang. Ryan survived the attack and killed three gang members.
However, Ryan leaves the Dallas Police Department and sets out to find everyone else responsible for the deaths of his loved ones. Special Agent Frank Sutton of the FBI office in Seattle is investigating the deaths of criminals.
After killing a rapist named Dale James Burrows, Ryan ends up in the small town of Hope , Washington state , where a gas station owner named Kirby Ryan runs to a small hotel run by a woman named Darcy. Ryan finds Rex Ray Salgado, a member of the gang that attacked Ryan's family.
It turns out that Hope is under the control of the Circle . The Circle is a drug and gun trade biker gang led by Rex's brother Drayke Salgado, who is on the list of most wanted criminals. Sheriff Cole has Draykes in his pocket, so Ryan can only rely on Darcy. Ryan kills Rex, Drayke declares war on Ryan, and Hope town becomes a battlefield. After Kirby is killed by Crab, Drayke's right-hand man, Sutton arrives in town and Cole tries to convince him that Rex's death was an accident. Cole believes that by calming down the bikers he is protecting the city from more bloodshed. Ryan finds Crab and burns him. Since Cole is not of much help, Sutton goes to see Cole's son Deputy Hedge, who is not in Drayke's pocket. Hedge explains that the Circle protected the city long ago. That was before Drayke took the lead and started selling guns. Rex gave Drayke a prescription for meth, and Drayke and his gang started selling drugs too. However, Drayke and his gang are preparing for war against Ryan and they don't care who to kill. At night Darcy hears bikers approaching their hotel. Ryan kills the three bikers. Outside, more bikers grab Darcy and beat up Ryan. The next day, Ryan was taken to Drayke's and some of his men bring Darcy into the room. Darcy's mouth is tied with tape. You're on an abandoned ferry that Drayke is using as his headquarters. Ryan breaks free and takes care of Prospect. Ryan overcomes Drayke's men, finds Darcy, who is tied to a chair and gagged with duct tape. Deputy Hedge goes to his father's house and finds that Cole shot himself. Ryan recalls that Drayke was present during the attack on his family. By the time Ryan got to Hope, Drayke thought Ryan was dead. Ryan and Drayke start fighting. One shot kills Drayke. It was Sutton who fired the shot. Darcy decides she will stay in Hope, and Sutton decides not to arrest Ryan. Hedge becomes the new sheriff. Ryan decides to leave town but promises Darcy that he will send her a postcard to let her know where he is.
