Control units are units of the German civil protection and disaster control , which are set up by the lower disaster control authorities of the districts and cities, as well as earlier also the warning offices of the federal government themselves (operation in own direction ). They take on tasks that arenot taken on locallyby the disaster controlunits ofthe aid organizations , the fire brigades and the technical relief organization .

history

Before the reorganization of disaster control in the mid-1990s, around a quarter of the units in extended disaster control were organized under the direction of the district administrative authorities. Directing units were represented in all specialist services, especially in leadership, telecommunications, ABC and support services. The veterinary service was carried out exclusively by management units. Only in the repair service, which was fully supported by the technical relief organization, were no control units set up. In addition to the work in the disaster control services, the following tasks in civil and disaster control were carried out by management units: NBC reporting and evaluation point (AMASt), observation and NBC measuring point (BAMSt), shelter operations service (SRBD), warning service (WD , together with full-time employees of the Federal Office for Civil Protection ). With the reorganization of civil protection, many management units were dissolved or added to other organizations.

Current position

Mainly in units of the management, the veterinary service and NBC protection, but also in other specialist services, management units are still set up in most federal states. The Bavarian local operational management support groups (UG ÖEL), which maintain every district and every independent city, are also management units due to their sponsorship, even if their helpers are recruited from other disaster protection organizations in many places.

The interests of the helpers in the directing units have been promoted since 1985 by the Association of Working Groups of Helpers in the Directing Units and Facilities of Disaster Management in the Federal Republic of Germany. V. ( ARKAT ).

Legal basis

The setting up of control units is regulated in the disaster control , fire protection and assistance laws of the federal states. The following is usually determined there:

"District-free cities and districts can set up units if there is a need for this and aid organizations are not ready or able to set up and maintain the units required to perform the tasks."

In the disaster control laws of some federal states, administrative units are not explicitly mentioned, but the establishment of units by the district administrative authorities is permitted.
