The Regional Radiocommunication Conference 2006 (RRC 06) was a radio planning conference that took place from May 15, 2006 to June 16, 2006 in Geneva . It was organized by the ITU .

Attendees

The RRC 06 was attended by over 1,000 delegates from 104 countries in Europe, Africa and the Middle East. They were mainly dispatched by telecommunications administrations whose territories lie within the planning zone.

During RRC 06, a new frequency plan was drawn up for the 174–230 MHz and 470–862 MHz frequency bands , ie the range that can be used for terrestrial broadcasting . Such a plan defines which frequencies which country may use in a certain area. The "Geneva 06" plan drawn up during the conference is primarily intended to create the prerequisites for the upcoming digitization of radio ( DAB ) and television ( DVB-T ). The plan finally comes into force in 2015 and replaces an agreement adopted in 1961 ( Stockholm 61 Agreement ). Experts assume that the Geneva 06 Agreement will have a "lifespan" of around 25 to 30 years, which means that only then would a new conference have to be convened for any changed requirements for radio planning.

Results

At the international wave conference RRC 06, the digital terrestrial channels for broadcasting in the frequency ranges VHF and UHF were coordinated. The results of the RRC 06 came into force on June 17, 2007. This agreement defines the technical frequency framework for digital terrestrial broadcasting for at least the next 20 years. The RRC 06 has left open whether the transmission capacities provided will be used for radio or television. That is why the necessary decisions must be made in the individual states in the next few months. Apart from mixed uses by means of DMB and DVB-H , it is becoming apparent that television is broadcast via DVB-T in band IV / V and radio via DAB in band III .

Transmission capacities

According to the results of the RRC 06, the following transmission capacities are available in Germany:

  • A DVB-T network in band III (7 MHz channel width)
  • Six DVB-T networks in band IV / V (8 MHz channel width)
  • An additional (further) DVB-T network (usually> K60) is not expected to be available until 2012 at the earliest (8 MHz)
  • Two further DAB networks in Volume III in addition to the K12 network, one of which is nationwide and once regionally / locally structured

Digital transmission standards

DAB , DMB , DVB-T and DVB-H in the frequency bands III (VHF), IV / V (UHF) and in the L-band are available as digital terrestrial radio transmission methods. In the future, these different standards are to be merged into an IP-based standard DxB. Only DAB in the MPEG-1 Audio Layer 2 format is an audio standard, but it can also transmit data services. The remaining standards are open to the type of content. So that radio is not displaced, a minimum amount of transmission capacity is reserved for it. TV, data services and telecommunication purposes are only forfeited if they are not used.

HD radio , DRM and DRM + are permitted, but are not explicitly promoted.

It is expected that transmission standards will continue to improve in the future. This means that new receivers will always be necessary.

For new DAB multiplexes, the MPEG 4 AAC + coding is to be used in future due to its higher efficiency . The standard DAB radios sold to date will not be able to decode this coding. The future DAB + receivers will, however, be able to process the new and the previous standard (downward compatibility).
