The regional transport Start Germany GmbH is a German railway company (PSC). The safety certificate and approval as an EVU was issued by the Federal Railway Authority in November 2017 . It was founded in 2016 as a wholly owned subsidiary of DB Regio AG in Munich , still under the name Blitz B16-216 GmbH , and is intended to apply like a start-up as an operator of local transport services and operate them if the application is successful.

According to its own statements, the company wants to act “lean and dynamic” and thus do justice to the increasing cost and performance pressure in German local rail passenger transport . This arose, among other things, from the liberalization of local transport in Germany and the associated tenders in the respective federal states . Under this pressure, the parent company DB Regio had lost some services, some of which were important, in the previous years.

Lower Elbe network

Regionalverkehr Start Deutschland GmbH has already achieved success: It took over operations on the Hamburg Hbf – Cuxhaven (RE 5) route from metronom Eisenbahngesellschaft from December 2018 to December 2027 with the subsidiary Start Unterelbe , based in Cuxhaven . Eight diesel locomotives and 38 double-decker cars from the state-owned vehicle pool of LNVG , which are already in use on the route, are rented for operation. A takeover offer was also made to the previous metronom employees.

Eastern Axis Network II

On April 26, 2018, the ZVON , the ZVOE as well as the Liberecký kraj and the Ústecký kraj announced that from December 2019 the transport company Start Ostsachsen mbH would be providing transport services on the local rail transport lines Dresden – Görlitz, Dresden – Zittau – Liberec and Liberec – Zittau –Seifhennersdorf for 12 years.

The previous operator, Die Länderbahn , which operates the lines with its trilex brand , lodged an objection against this decision at the beginning of May 2018 with the procurement chamber of the State Office of Saxony. After an oral hearing on September 14, 2018, the public procurement tribunal announced on October 30, 2018 that the award for the route network may not be made at Start because the company, in the chamber's opinion, is not suitable for this contract.

On November 13, 2018, the transport company Start Ostsachsen announced that it had filed a complaint against the judgment of the public procurement tribunal at the higher regional court in Dresden. The company believes it meets the eligibility criteria for this assignment. After an oral hearing on January 31, 2019, the Dresden Higher Regional Court confirmed the award chamber's decision on February 15, 2019. Accordingly, the four transport authorities now have to make a new award decision, but are not allowed to take into account the offer of the transport company Start Ostsachsen .

The contract was awarded to the previous operator Die Länderbahn on April 2, 2019 . This will continue to provide local rail transport between Dresden and Upper Lusatia beyond 2019 .

Managing directors

Dirk Bartels and Alexander Falkenmeier are the managing directors of Regionalverkehr Start Deutschland GmbH. On October 1, 2019, Dirk Bartels will take over the chairmanship of Regionalverkehr Start Deutschland GmbH from Dr. Sven Decher. Bartels runs the company together with Alexander Falkenmeier and is responsible for marketing, sales and finance. He can look back on many years of experience in local rail passenger transport, including with the Transdev Group. Alexander Falkenmeier previously held numerous management positions at DB Regio and other local rail transport companies and is responsible for the areas of personnel and operations.
