The Traffic group upper Elbe (VVO) is a transport association of public transport ( PT ) in the Dresden area . A uniform area tariff system has been in effect in the partner companies' means of transport since May 24, 1998.

history

In January 1994, the Zweckverband Verkehrsverbund Oberelbe (ZVOE) was founded as a joint special purpose association of the state capital Dresden and the districts of Riesa-Großenhain , Meißen and the Weißeritz district. The task of the association was to jointly perform the functions of the public transport authority and to prepare a transport association . In 1996, the ZVOE was expanded to include the then Kamenz district and the district-free city of Hoyerswerda , and the Saxon Switzerland district also joined a year later . Knut Ringat became the founding managing director of the association . The Z-VOE was finally able to introduce the network tariff in the Upper Elbe transport association on May 24, 1998. On January 1, 2000, the Zweckverband founded the Verkehrsverbund Oberelbe GmbH, which takes on the essential tasks on behalf of the Zweckverband. Already in 1999, the Z-VOE took over the functions as SPNV -Aufgabenträger of the National Tourist Corporation Saxony .

With the district reform in Saxony , the number of members of the association was reduced. In the same year Burkhard Ehlen took over the position of managing director after Ringat switched to the Rhein-Main-Verkehrsverbund .

Network area and partner

The regional capital Dresden as well as the districts of Bautzen (only Altkreis Kamenz and formerly district-free city of Hoyerswerda ), Meißen and Saxon Switzerland-Eastern Ore Mountains belong to the network area of ​​the VVO . The following companies are partners in the network area:

An expansion of the network area to include the ZVON area, which was originally planned for January 1, 2013, was postponed to an indefinite later date. In 2018, the district administrator of the Bautzen district announced talks about the accession of the entire district area to the VVO.

Timetable areas

There are the following timetable areas in the Upper Elbe Transport Association:

  • Volume 1: Dresden and the surrounding area
  • Volume 2: District of Saxon Switzerland-Eastern Ore Mountains
  • Volume 3: District of Meissen
  • Volume 4: District of Bautzen

All four volumes are available together as a package with the brochure on the VVO tariff and the overall route network map. This can be ordered from the transport association's website.

Up until the 2009 timetable book there was a different division into three timetable areas:

  • Volume 1: Dresden and the district of Saxon Switzerland
  • Volume 2: Districts of Meissen and Riesa-Großenhain, Weißeritzkreis
  • Volume 3: Districts of Kamenz, Hoyerswerda and parts of the district of Bautzen

At the end of 2009, the timetable areas were redistributed according to the districts that were newly created with the district reform .

Means of transport

A wide range of means of transport is used in the Oberelbe transport association: the regional trains of DB Regio Südost ( RB and RE ) and other railway companies, the Dresden S-Bahn , trams in Dresden and in the Kirnitzschtal , city ​​buses and intercity buses as well as the Elbe ferries . In addition, there are still a few special means of transport such as mountain railways. In connection with the new Saxon public transport financing ordinance for the period from 2015 onwards, the VVO initiated a discussion about the partial replacement of railways by buses.

Tariff

The network area is divided into 21 tariff zones. 8 further tariff zones were set up on individual lines, the endpoints of which are outside the actual network area or lead out of and back into it.

The basic tariffs are divided into single , day and season tickets , each of which is available for one tariff zone, several tariff zones or the entire network area. According to the VVO (in contrast to the Wikipedia article “Zeitkarte” ), day tickets are expressly not season tickets. This means that they are not valid for certain special means of transport  - in contrast to longer-term tickets (weekly to annual tickets).

In addition to the basic tariffs, there are general special tariffs such as the Elbe-Labe ticket for small border traffic to and from Bohemia and the transitional tariff VVO-ZVON for trips to / from the tariff area of ​​the Verkehrsverbund Oberlausitz-Niederschlesien . Some of the other special tariffs - depending on the group of people and means of transport - are shown in the following sections.

Semester ticket

The semester ticket , which students at Dresden universities generally pay together with the semester fee, is valid as a half-year ticket for Dresden city traffic and - apart from a few route exceptions - in the entire area of ​​the Upper Elbe Transport Association (VVO) and on regional trains in Saxony. However, it does not offer the same options as regular season tickets. It costs the students € 175.80 (as of winter semester 2016/17). A special permit can be obtained for special means of transport such as mountain or narrow-gauge railways if they are on the way to the university. Otherwise, the semester tickets are not valid for the special tourist attractions , including the suspension railway and the Dresden funicular railway .

Bringing bikes and dogs

The season tickets (monthly tickets) allow you to take either a bicycle or a dog ( exclusive or ) free of charge within the validity of the respective season ticket . However, this does not apply to the semester ticket, which is valid all day, but as a deviating regulation, free transport of a bicycle or dog is only permitted Monday to Friday from 7 p.m. to 4 a.m. the following day and all day on weekends.

Bicycle day tickets are available for taking a bicycle, a bicycle trailer (or a dog) with you. The transport association also offers monthly cycling tickets for those who frequently take a bicycle or dog with them.

HandyTicket

The Dresdner Verkehrsbetriebe also offer their passengers the option of purchasing certain tickets (not season tickets) online or directly with their mobile phones as part of the HandyTicket Deutschland under the name HandyTicket . The mobile phone then serves as a ticket with a previously defined identification object.

JobTicket

The transport companies and the transport association offer JobTickets for commuter traffic . Through this, employees receive a 20% discounted monthly subscription card if their employer shares half of the discount through his subsidy. The JobTicket is contractually agreed between the transport companies and companies in which at least 30 employees accept the JobTicket. The city of Dresden exempts employers from the obligation to provide evidence of parking spaces with appropriate offers. The lower need for parking space is mentioned as a direct benefit of the agreement.

Employers in Dresden who offer JobTickets are, for example, Infineon , Globalfoundries , the Carl Gustav Carus University Hospital Dresden and GlaxoSmithKline Biologicals Dresden .

Workshop ticket

In cooperation with participating vehicle services, car owners are offered a special workshop ticket for the outward and return journeys between their home and workshop .

KombiTicket

Tickets for selected events (cultural programs, trade fairs, sporting events) are valid as a ticket. The respective conditions of validity of these KombiTickets can be found on the admission ticket itself.

Dresden City Card and Dresden Regio Card

Specially developed for tourists, the Dresden-Cards represent a more comprehensive alternative to the KombiTicket. The Dresden-Cards are valid as travel tickets, entry tickets for numerous cultural institutions (museums of the Staatliche Kunstsammlungen Dresden except the Historisches Grünes Gewölbe) and as discount cards for city and steamboat tours, many Exhibitions, various museums, theaters, selected restaurants and shopping at DVB partners. The Regio-Card extends the area of ​​validity to the region around Dresden and, in addition to the services of the City-Card, offers discounts on tourist attractions in the surrounding area. The Dresden-Cards must be validated by the user himself (handwritten entry) and are valid for 48 hours (city) or 72 hours (regional) from the time of validation.

Touristic attractions

In addition to the usual trains and buses, there are some so-called "special means of transport" in the VVO network. In particular, these are the two Dresden mountain railways as well as the Kirnitzschtalbahn and the Bad Schandau passenger elevator in Saxon Switzerland . Two of the four narrow-gauge railways in Saxony that run daily with steam are also located in the VVO. In Radebeul Ost, the Lößnitzgrundbahn starts its journey to Moritzburg and Radeburg. South of Dresden is home to the oldest narrow-gauge railway in Germany that still operates daily with steam: the Weißeritztalbahn runs between Freital-Hainsberg and the health resort of Kipsdorf.

Although the special means of transport are part of the network, special tariffs apply to them. Season tickets are valid with restrictions according to their temporal and spatial validity, the semester ticket is not valid.

The cross-border ferry connection Schöna - Hřensko is not a tourist attraction , but it is also not part of the network tariff. There are also separate tariffs in euros and kroner for German and Czech citizens.

PlusBus

On June 10, 2018, the Oberelbe Transport Association introduced the PlusBus . It is characterized by a fixed cycle every hour on weekdays (Mon-Fri) and every two hours on weekends (Sat-Sun), with short transitions to regional trains and other bus routes.

Night traffic

On the initiative of the VVO, various night lines have been operating in the Dresden area since July 13, 2003. This complements DVB's night traffic. The regional night lines operate on Friday / Saturday, Saturday / Sunday and public holidays.
