The Zweckverband Verkehrsverbund Oberlausitz-Niederschlesien (ZVON) is a responsible authority and a transport association for local public transport in the Upper Lusatia-Lower Silesia region in Saxony .

history

ZVON was founded on June 28, 1995 in Niesky . He began his work with the coming into force of the law on local public transport in the Free State of Saxony on December 14, 1995. The area of ​​the transport association extends to the eastern district of Bautzen and the entire district of Görlitz . On July 1, 2005, all non-sovereign tasks of the ZVON were transferred to the VON through the establishment of the subsidiary Verkehrsverbund Oberlausitz-Niederschlesien (VON) GmbH.

ZVON has been selling the Euro-Neisse-Ticket since 2004 .

Since December 12, 2010, the ZVON and the neighboring association VVO have been offering transitional tariffs for season tickets . This means that you no longer need a DB tariff ticket between Arnsdorf and Großharthau for these cards. The district of Bautzen, whose area is divided between these two transport associations, has been aiming for a merger of ZVON and VVO since 2013. The district of Görlitz has so far resisted this request (as of 3/2014), as it fears that it will have less impact on the merged network.

At the beginning of 2018, the subject of the merger of VVO and ZVON returned to the agenda. The Bautzen side also checked whether only the Bautzen district is leaving the ZVON and joining the VVO as a whole district. At the association meeting in March 2018, Görlitz proposed a so-called Upper Lusatia tariff . This should apply in the district of Görlitz as well as in the entire district of Bautzen.

In October 2018, the plans to split off the Bautzen district from the ZVON were discontinued. The reason for this is the statutes of the ZVON, which would have required a three-quarters majority in the association assembly for a change. Since the association assembly of the ZVON only consists of three members (LK Bautzen, LK Görlitz and City of Görlitz), a unanimous result would have been necessary. Instead, the VVO-ZVON transitional tariff, which has existed since 2010, is to be further developed.

In March 2007, the ODEG won the transport services in the Spree-Neisse network in a joint award procedure of the Verkehrsverbund Oberlausitz-Niederschlesien and the Verkehrsverbund Berlin-Brandenburg . The transport contract was signed on August 7, 2007. On December 14, 2008, the ODEG took over operations on the following lines from the Lausitzbahn and DB Regio :

The Länderbahn (then "Vogtlandbahn") has been operating the timetable route (KBS) 236 since December 12, 2010 as the successor company of the Saxon-Bohemian Railway Company . Since the timetable change on December 14, 2014, the Länderbahn has also been running on KBS 230 and 235, replacing DB Regio Südost. In addition, in cooperation between České dráhy and DB Regio Südost, several cross-border train pairs Rumburk – Ebersbach (then KBS 237.1) ran into the ZVON area on weekends until December 11, 2010 .

PlusBus

The PlusBus has also been on the road in the ZVON network area since December 15, 2019 . However, these are initially limited to the Bautzen district, while the Görlitz district intends to introduce PlusBusse at a later date.
