The Verkehrsverbund Berlin-Brandenburg (VBB) is an association of all public transport authorities in the states of Brandenburg and Berlin . It has the legal form of a limited liability company ; its shareholders are the two states of Berlin and Brandenburg each with a third of the share capital and the 18 districts and cities in the state of Brandenburg each with 1.85% of the share capital. The legal basis of the VBB is the German-German Unification Treaty (in Appendix 1, Chapter XI) and the local public transport laws of the states of Berlin (in Section 4 “Verkehrsverbund”) and Brandenburg (in Section 5 “Verkehrsverbund Berlin-Brandenburg”).
The shareholders are responsible for ordering transport services that are provided by the transport companies. Political and corporate responsibility are clearly separated from each other in the client and contractor .
The Verkehrsverbund Berlin-Brandenburg GmbH was founded on December 30, 1996. The common tariff for all member regions and cities was introduced on April 1, 1999.
VBB GmbH is a member of the Association of German Transport Companies (VDV) .
Data
Traffic area
The traffic area ("Verbundgebiet", VBB own representation "#VBBLand") consists of the federal states of Berlin and Brandenburg. With the combined area of these two federal states of 30,546 km², the VBB is the largest transport association in Germany, one of the largest transport associations in Europe and therefore as large as the Kingdom of Belgium . In January 2018, efforts by the Mecklenburg Lake District to join the VBB became known.
In 2017, 1,038 lines served a total of 13,027 stops and stations. Regional trains run on a 2,380 kilometer long rail network, the length of all lines is a total of 3,461 kilometers. Every day around 4.22 million passengers are transported in the network area, which has 6.1 million inhabitants. In total, more than 1.54 billion passengers were carried in 2018. The revenue of the transport companies from VBB tickets amounted to around 1.47 billion euros in 2018.

tasks
In local public transport, the VBB guarantees a uniform transport structure with cross-mode prices ("VBB tariff", "Verbundtarif") that apply to every means of transport that belongs to a company that cooperates with the VBB. The association tariff provides for a uniform tariff structure with a ticket, a uniform range of tickets and uniform conditions of transport as well as uniform passenger information. Routing, timetables and transfer options are coordinated within the network area. On behalf of the two states of Berlin and Brandenburg, the VBB also invites tenders for local transport services, especially for local rail passenger transport , monitors the resulting contracts and continually checks the quality of the services of the local rail transport companies. In a complex system there are incentives for good performance ( bonus ) and sanctions for poor performance ( malus ), such as B. punctuality, reliability, cleanliness and passenger information.
In the articles of association of VBB GmbH, its tasks are described as follows:
"The object of the company is to promote the demand-based and needs-based safeguarding and development of the efficiency and attractiveness of local public transport within the meaning of the public transport laws of the states of Berlin and Brandenburg - the company has the following tasks in particular to achieve this purpose:
a) Development and coordination of a uniform operating concept adapted to regional conditions. Creation of an integrated timetable and formulation of quality and technical offer standards;
b) Conception, introduction and further development of a uniform transport tariff for interconnected traffic, uniform tariff and transport conditions, passenger information, marketing measures and handling and payment systems;
c) Development and application of a revenue sharing procedure for the network area as well as implementation and control of revenue sharing calculations;
d) Allocation (including contract control and billing) of the local rail transport services within the framework of the budget provided for these tasks in the name and for the account of the responsible transport authorities.
e) In principle, this also applies to services provided by the other regional public transport, unless the responsible public transport authorities perform these tasks themselves in agreement with the transport association.
f) Public transport studies for further development and improvement in the VBB area;
g) Participation in the definition of tasks and the updating of the public transport requirement plans and the local transport plans of the responsible authorities;
h) Participation in the coordination and coordination of the local transport plans of neighboring transport authorities;
i) Participation in the preparation and implementation of the investment and financing plans of the transport authorities for interconnected transport, determination of the subsidy requirements for interconnected transport;
j) Creation of a uniform user interface for local public transport in the network area;
k) Development and coordination of network-compliant operating and service systems;
l) Elaboration of uniform qualitative and quantitative standards for the transport service of the network area in accordance with the local transport planning, financing and other requirements of the responsible authorities;
m) Management of the funds made available to the company;
n) Coordination of funding measures of the public transport authorities;
o) Conclusion of cooperation, transport and other contracts with service providers (public and private companies).
Without prejudice to the public-law responsibilities of the public authorities, the company, as a service provider, partially performs their tasks; coordinates the tasks of the individual transport authorities and contributes to the creation of a uniform public transport offer in the network area. The company carries out the tasks assigned to it by the authorities in close coordination and cooperation with them and according to their financing projects and possibilities. "
Tariff system
The common tariff for all member regions and cities was introduced on April 1, 1999 (initially excluding Lausitz and the Ostprignitz-Ruppin district). In 2019, VBB will be celebrating its 20th anniversary of the association tariff.
The VBB tariff includes regional express trains, regional trains , suburban trains , underground trains, trams, plus buses, buses and some ferries.
Tariff zones
Tariff areas
The areas of the State of Berlin and its surrounding area as well as those of the independent cities ( Brandenburg an der Havel , Cottbus , Frankfurt (Oder) , Potsdam ) are divided into three tariff areas:
- Area A - downtown
- Area B - rest of the city
- Area C - surrounding area up to a certain distance from the city limits
VBB tickets are only available for two or all three, but not for a single tariff sub-area.
In Berlin, the Ringbahn forms the border between tariff areas A and B, the stations of the Ringbahn belong exclusively to tariff area A. The outer border of tariff area C runs about 15 kilometers from the city limits. In Frankfurt (Oder), tariff area B forms a semicircular ring that, like tariff area A, extends as far as the Oder. With the 983 bus line, tariff zone B extends beyond it to the neighboring Słubice (Poland) to the east . Tariff area C also only forms a semicircle, which does not include the Polish areas bordering Frankfurt.
The Potsdam tariff areas B and C are also not complete rings and, like tariff area A, end at the city limits of Berlin. Traffic to and from Berlin is organized via the Berlin tariff system, in which the Potsdam tariff areas A and B are fully assigned to the Berlin C tariff sub-area.
Tariff cells
The VBB area ("Verbundgebiet") is divided into tariff cells. Each stop or each train station is assigned to a tariff cluster. The tariff cells have an average diameter of 5 km. The urban area of Berlin and the independent cities (tariff zones A and B) is not divided into cells. Tickets to the city from stations outside the respective C area are generally valid for every destination stop in the city.
Price levels in the Berlin area
The prices are based on the zones to be traveled through, whereby tickets with at least two zones (i.e. not for Berlin A, Berlin B or Berlin C alone) or a short distance can be purchased.
Single tickets at the normal and reduced tariffs are each valid for two hours. Tickets are issued in three price levels:
- Tariff zones AB
- BC tariff zones
- Tariff zones ABC
For travelers who already have tickets for two zones, the connecting ticket for Berlin is available as a single ticket for the transition from tariff zone AB to C and from tariff zone BC to A.
The short distance is valid for three stations regardless of the zones, whereby only transfers between the S-Bahn Berlin and the U-Bahn Berlin are allowed. For buses and trams in Berlin, the short distance is enough for six stops without changing trains.
The "4-trip ticket" is a multi-trip ticket or a multipack of single tickets, which is offered in tariff levels AB, BC and ABC cheaper than four individual tickets.
In addition to single tickets, there are a number of day, week and month tickets that are also available in reduced form for groups of people such as schoolchildren and students. These are regularly issued for tariff areas AB, BC and ABC, whereby holders of season tickets for zones AB or BC need a connection ticket for the relevant journeys to travel to tariff sub-area C or A. Taking bicycles with you is not free, but must be purchased in addition to short trips, single tickets, day tickets or monthly tickets.
VBB- fahr Card
The VBB is in the process all VBB tickets Subscription to the electronic VBB driving switch card. In December 2015 it became known that the card was recording movement profiles, contrary to previous assurances . This function was switched off immediately by the issuing transport company and, according to VBB and the transport company, was unintentional.
Quality management
With a quality balance drawn up in 2007, the VBB reports comprehensively on the traffic quality in the network area. Quality controlling is carried out with the essential criteria of the condition of the infrastructure, passenger information and customer satisfaction . The latter is influenced, among other things, by punctuality, which was 89.6%. Although this was a slight improvement over 2006, this value was still considered unsatisfactory. Confidence in the range of services is also important for customers. In 2007, however, due to the strike, the failure rate almost doubled to 2.8% of operating performance. In terms of cleanliness, it was found that the vandalism problem in the network area is extraordinarily large. When it comes to the infrastructure , the state of the route network z. B. with regard to speed restrictions , which have a negative effect on driving times, checked. A separate network status report is also created for this purpose . It found that in 2008 the proportion of the route length impaired by speed restrictions had decreased to 12%. However, almost only the main lines benefited from this improvement, where this share was 9% ( secondary lines : 18%). In terms of passenger information , only 26% of the stations could be certified as having at least good information. In June 2018, a train station competence center started its work to initiate the re-use and modernization of railway buildings.
The VBB Quality Scouts , which have existed since June 2005, were an important aid in the quality analysis . Around 350 voluntary public transport users made around 4400 positive and negative individual observations in the VBB area in the first two years of the project. Employees of VBB GmbH took up this information and initiated further steps and measures. The VBB Quality Scouts were replaced in 2015 by the VBB format in the PASSENGER Dialog.
Beginning in 2017, the VBB published the ranking "Quality in the region" with data on punctuality, reliability, staff support and customer satisfaction on all lines for better comparability and transparency.
Customer communication
From 2007 to the end of 2015, the VBB published the customer magazine "BBPanorama", initially with the subtitle "The magazine for mobility in the Berlin-Brandenburg transport association", then from the beginning of 2010 in a revised form and with the addition "The mobility magazine for Berlin and Brandenburg" . It was published quarterly with a circulation of around 65,000. In the magazine the VBB u. a. About the latest on buses and trains, tariff planning, tips for excursions, as well as changes to timetables and line networks. A twelve-page “BBPanorama special” appeared when the timetable changed in December 2011.
At the beginning of 2013, the 134-page special edition “The 10 × 10 most beautiful destinations in Berlin and Brandenburg” was published. VBB GmbH hired BB Panorama to concentrate the available resources on digital media (e.g. Twitter, Facebook, Youtube). In addition, the cross-means of transport, i.e. VBB topics, are placed in the customer magazines of the transport companies (e.g. BVG, S-Bahn, DB Regio, ODEG, NEB).
VBB GmbH has been tweeting for the "#VBBLand" (VBB own representation) since 2011.
Tenders in local rail transport
Since 2002 the Verkehrsverbund Berlin-Brandenburg has been putting out tenders for subnetworks of the Berlin-Brandenburg rail network (regional traffic), sometimes in cooperation with other transport associations such as the Verkehrsverbund Oberlausitz-Lower Silesia (ZVON).
Usually bundles of lines are awarded, for example the “Spree-Neisse network” (regional rail transport lines 46, 60V, 64, 65) or the “Diesel Network East” (lines 25, 36, 60, 63). Until 2012, however, all tenders were limited to former regional train lines , the profitable and heavily used Regional Express lines were only operated by DB Regio , a subsidiary of Deutsche Bahn . A transport contract signed in 2002 between Deutsche Bahn and the states of Berlin and Brandenburg assured that the Regional Express lines could only be put out to tender after 2012; despite the legal award, this was criticized by both experts and private transport companies.
With the tenders carried out since 2002, more and more private railway companies are active in both countries, including for example the East German Railway (ODEG), the Niederbarnimer Railway (NEB) or the Hanseatic Railway (HANS).

PlusBus
In December 2014, the Berlin-Brandenburg transport association, together with the then Belzig transport company, presented the first PlusBus in the state of Brandenburg . The PlusBus is characterized by an easy-to-remember timetable every hour on weekdays (Mon-Fri) and at least every two hours on weekends (Sat-Sun), trips from morning to evening, optimally adapted connections (transition time approx. 15 minutes) to regional trains and easy transfer between other bus routes.
