The Mecklenburg Lake District is a district in the state of Mecklenburg-Western Pomerania . In terms of area, it is by far the largest district in Germany and a good double the size of Saarland . Its district town Neubrandenburg is also the regional center . Parts of the administration are located as branch offices in the medium- sized centers Demmin , Neustrelitz and Waren (Müritz) .
The area of the district is identical to that of the regional planning association Mecklenburgische Seenplatte , which functions as one of four sub-areas for regional state planning and development programs in Mecklenburg-Western Pomerania.
The district is a member of the cross-border Euroregion Pomerania .
geography
The district of Mecklenburgische Seenplatte is made up of the eastern part of historic Mecklenburg ( Mecklenburg-Strelitz and parts of Mecklenburg-Schwerin ) and a smaller part of historic Western Pomerania . The Western Pomerania part extends to the region between the places Demmin , Kummerow (am See) and Altentreptow . Neighboring districts are the Ludwigslust-Parchim and Rostock districts to the west, the Vorpommern-Rügen district to the north and the Vorpommern-Greifswald district to the east . In the south the district borders on the Brandenburg districts Ostprignitz-Ruppin , Oberhavel and Uckermark . With an area of 5468 km², it is currently by far the largest district in Germany . The largest district up to September 3, 2011, Uckermark, covers 3058 km², the smallest area, the Saarland , has an area of 2568 km².
The district is characterized by the landscapes of Mecklenburg Switzerland , with the Mecklenburg Switzerland Nature Park and Kummerower See and the eponymous Mecklenburg Lake District with the Müritz National Park . Most of the lakes are connected by natural or artificial canals . Six of the ten largest lakes in Mecklenburg-Western Pomerania belong to the district area: the second largest lake in Germany, the Müritz , parts of the Plauer See , the Kummerower See , Kölpinsee , Tollensesee and Malchiner See . The total area of water is 51.906 ha (approx. 9.5% of the area of the district), including 837 lakes with an area of at least 0.01 km². The Tollense, which rises from the Tollensesee, flows through the Mecklenburg-Western Pomerania border valley , a glacial valley that forms the historical border between Mecklenburg and Pomerania , and flows into the Peene at Demmin . In Ankershagen springing Brandenburg and Berlin by flowing, in Saxony-Anhalt in the same opens Havel .
The highest elevation in the district and the entire state of Mecklenburg-Western Pomerania is the ridge of the Helpter Mountains , with a maximum height of 179.2 meters above sea level .
Metropolitan area of Szczecin
The district has been actively developed since 2012 through cooperation within the metropolitan area of the metropolis of Szczecin as part of a European metropolitan region. The joint development concept was presented in June 2015.

The largest city in the district and at the same time the third largest city in the country is the district town of Neubrandenburg , which also functions as the regional center . The next largest cities are the small medium- sized towns Waren (Müritz) as well as Neustrelitz and the small town Demmin , which in turn are medium- sized centers .
According to the regional spatial development program of 2011, the following fourteen basic centers are also defined in the district: Altentreptow , Burg Stargard , Dargun , Feldberger Seenlandschaft , Friedland , Malchin , Malchow , Mirow , Penzlin , Rechlin , Stavenhagen , Röbel / Müritz , Wesenberg and Woldegk . A good 71 percent of the residents of the district lived in these 18 central locations as of June 30, 2016. The region can also benefit from its central location between the metropolitan regions of Berlin , Hamburg and Copenhagen-Malmö , as well as from the Rostock Regiopolis and nearby Szczecin with its cross-border conurbation . Since the formation of the district in 2011, the number of residents has decreased by more than 6,700 or around 2.5% by June 30, 2018. The offices of Demmin-Land (−8.4%), Friedland (−7.5%) and Woldegk (−7.0%) as well as the non-governmental municipality of the Hanseatic City of Demmin (−7.7%) were particularly hard hit. The offices of Stargarder Land (+1.0%) and Seenlandschaft Waren (+0.2%) experienced a slightly positive development . At the district level, the negative natural population movement, i.e. H. the surplus of deaths over live births, of which only moderate migration gains of a total of approx. +950 people over the period 2011 to 2017 cannot be compensated.
history
In July 2010, the state parliament of Mecklenburg-Western Pomerania passed a "district structure law" to reorganize the districts and independent cities as part of a district reform , which provided for the restructuring of the state into six districts and two independent cities. Under the planning name of the Mecklenburgische Seenplatte district , the previously independent city of Neubrandenburg, the Müritz district , the Mecklenburg-Strelitz district and the city of Dargun , the Hanseatic city of Demmin and the offices of Demmin-Land , Malchin am Kummerower See , Stavenhagen and Treptower Tollensewinkel from the District Demmin a new district emerges. The city of Neubrandenburg was designated as the seat of the district administration. After a lawsuit by the districts of Müritz, Ludwigslust, Ostvorpommern, Rügen and Uecker-Randow as well as the two independent cities Wismar and Greifswald against the district reform failed before the state constitutional court in Greifswald , the previously existing districts were dissolved and the new ones at the end of September 3, 2011 Counties formed.
On September 4, 2011, the day the district reform came into force and at the same time as the state elections , the voters voted on the new district council and the district name. The choices were the district of Mecklenburg-Western Pomerania , proposed by the district of Demmin, and the district of Mecklenburg Lake District , proposed by the districts of Müritz, Mecklenburg-Strelitz and the city of Neubrandenburg. The latter proposal was finally able to prevail with 83.8 percent of the valid votes cast.

Since the federal election in 2013, the district area has been divided between the two federal electoral districts Mecklenburg Lake District I - Vorpommern-Greifswald II (constituency 16) and Mecklenburg Lake District II - Rostock III district (constituency 17). District Administrator
The district administrator is elected by majority vote for a term of office of seven years in accordance with Section 67 of the State and Local Elections Act of Mecklenburg-Western Pomerania . To be elected, a candidate needs more than half of all valid votes. If nobody succeeds in the first ballot, a run-off election will be held between the two candidates with the most votes. The candidate who can get the most votes is elected.
District election 2011
For the transition phase from the formation of the district in September 2011 to the assumption of office of the first district administrator in October 2011, the Mecklenburg-Western Pomerania interior ministry appointed the former district administrator of the district of Müritz at the suggestion of the district councils of the dissolved districts of Demmin, Mecklenburg-Strelitz and Müritz and the city council of Neubrandenburg , Bettina Paetsch (CDU), appointed representative for the district. The election of the district administrator took place at the same time as the regional and district council elections on September 4, 2011. The last district election in the Mecklenburg Lake District took place on May 27, 2018. Incumbent Heiko Kärger (CDU, supported by the FDP), Franc Heinrihar (SPD), Volker Bieschke (Die Linke) and Björn Eckardt (AfD) were nominated as candidates . Heiko Kärger was elected.

Reasons for the coat of arms: Werlischer Stierkopf and Pommerscher Griffin are widespread as coats of arms in the district. The bull's head refers to the earlier affiliation of large parts of today's district to the Werle rulership ; it was already found in the coats of arms of the predecessor districts of Müritz , Mecklenburg-Strelitz and Demmin . The griffin symbolizes that parts of today's district belong to the Duchy of Pomerania , it can be found in the coats of arms of the cities of Altentreptow and Demmin . Reducing bureaucracy

The federal highway 20 crosses the district: Coming from the north it leads first from Bartow south in the direction of Neubrandenburg, from the junction Neubrandenburg-Ost to the east to Schönhausen and leaves the district in the direction of Pasewalk . The federal highway 19 connects the city of Rostock with the federal highway 24 near Wittstock / Dosse in Brandenburg. Furthermore, the federal highways 96 , 104 , 108 , 110 , 122 , 192 , 193 , 194 , 197 , 198 and 199 run through the district area.
Central railway hubs are Neubrandenburg and Neustrelitz . The Berlin – Stralsund , Bützow – Stettin , Parchim – Neubrandenburg and Neustrelitz – Warnemünde railway lines run through the district . Features of the long-distance traffic stop in Neustrelitz and goods.

Education and Research
Major schools of the district include the as elite school of sport recognized Sportgymnasium Neubrandenburg , the Albert Einstein High School Neubrandenburg , the school Carolinum in Neustrelitz, the musically oriented Goethe Gymnasium Demmin and scientifically oriented Richard Wossidlo-Gymnasium in goods. The Schloss Torgelow boarding school near Waren is one of the most respected schools in Germany.
The only university in the district is the Neubrandenburg University of Applied Sciences, founded in 1988/1991, with the departments of food science and agriculture, landscape sciences and geomatics, social work, education and training as well as health, care and management. Until 1991 the technical center existed in Neustrelitz as a university with the subjects architecture, civil engineering and economics.
In addition, the German Aerospace Center (DLR) in Neustrelitz has branches of the German Remote Sensing Data Center and the institutes for communication and navigation and for remote sensing methods. The research center for maritime security is affiliated with it.

There are 61 designated nature reserves in the district (as of February 2017).
License Plate
On September 4, 2011, the district was assigned the distinctive signs DM (Demmin), MST (Mecklenburg-Strelitz) and MÜR (Müritz) of the three old districts. The district town of Neubrandenburg kept its abbreviation NB and is still there today.
Since March 18, 2013, the distinguishing marks AT (Altentreptow), MC (Malchin), NZ (Neustrelitz), RM (Röbel / Müritz) and WRN (goods) have been available again due to the license plate liberalization .
On July 22, 2013, the new distinctive sign MSE was also released. The abbreviations DM , MST and MÜR are also still available.
