The Regiopole is a term used in German spatial planning and urban planning , which is used to designate cities outside of metropolitan areas that serve as regional development engines. They are important nodes in the city network. The region surrounding such a city is called the regiopole region .

The term regiopole is made up of the Latin regio 'region' and the ancient Greek polis (city). It is intended primarily to characterize large cities away from the core area of the metropolitan regions, which represent regional centers of particular importance for a larger surrounding area and their own dynamic development region. They can also be on the edge of a metropolitan area.

The Rostock regiopole region has been scientifically developed since 2007 and politically since 2012 as the first model region. A study identified a total of 33 potential regiopoles in Germany alone.

criteria

The criteria for a regiopole are the location outside a metropolitan region and a population of the core city or the urban network of over 100,000  inhabitants . Further characteristics are:

Regiopoles

Kiel : Inner fjord with the city center on the west bank (left) and the east bank with HDW (shipyard)

In a study by the University of Kassel , the following possible regiopoles (sorted from north to south) are named:

Rostock

Hanseatic City of Rostock : "Prototype" of the Regiopole ( see history )

The regiopole region of Rostock, here mainly consisting of the Hanseatic city of Rostock and the district of Rostock , was the first region in Germany to decide to work together under the umbrella of the regiopole region. For this purpose, a cooperation agreement was signed in June 2012, among others by these two partners. An expansion of the cooperation to other municipalities and actors in the interdependent area is planned and should be promoted through joint projects. In 2013 the art and culture festival "regio: polis" took place for the first time , also in places outside the cooperation area, e.g. B. in the south of Lolland in Denmark.

Saarbrücken

Saarbrücken : University

The Saarland capital of Saarbrücken is one of Germany's "secret megacities" . The catchment area includes the entire Saarland , neighboring districts in Rhineland-Palatinate and French Lorraine and thus over a million consumers for urban retail. The commuter flows show a similarly strong interdependence, thanks in particular to large industrial employers, state authorities and service providers in the city and in the Saarbrücken regional association ( ZF Friedrichshafen AG , Halberg Guss , Saarstahl AG , Becker Mining Systems , Hydac , Scheer Group, CosmosDirekt , Möbel Martin , Faber Kabel , Saarland University , Academy of Sciences of the Saarland , Saarland-Heilstätten , Schröder processed meat, IKK Southwest ) of the approximately 68,000 commuters about 8,700 arrive daily from neighboring France.

history

The term Regiopole was developed at the Department of Architecture, Urban Planning, Landscape Planning at the University of Kassel in a research project in collaboration with the Rostock Chamber of Commerce and Industry , the Regional Planning Association of Central Mecklenburg / Rostock and the Hanseatic City of Rostock. It goes back to Jürgen Aring and Iris Reuther and was first formed in 2006 as a working term for a new research and policy field.

In Erfurt's urban development concept from 2008, networking with nearby neighboring cities plays a decisive role in establishing it as a regiopole. The cities of Jena , Weimar , Gotha , Ilmenau , Arnstadt and Sömmerda with a total of almost 500,000 inhabitants, four universities and six colleges as well as numerous cultural sites of international standing, which together result in facilities comparable to a smaller metropolitan city, are located within a radius of almost 40 kilometers .

The Ministerial Conference for Spatial Planning (MKRO) has expanded the concept of metropolitan regions to include the regiopolis in the draft of the model for spatial development (2013).

The cities of Bielefeld , Paderborn and Siegen decided to form regiopole regions in 2015, and other cities have expressed interest in such initiatives.

In March 2016, the "German RegioPole Network" was founded in Rostock, with the founding members Rostock, Bielefeld, Erfurt, Paderborn, Siegen and Trier. In April 2016, the first "Regiopole Region Economic Forum" followed by the partner cities and with representatives from Berlin and Hamburg in Rostock.
