Large city belonging to a district is a term from local law in the German states of Brandenburg , Mecklenburg-Western Pomerania , North Rhine-Westphalia , Rhineland-Palatinate , Schleswig-Holstein and Thuringia . Corresponding names in other German countries are large independent city and large district town . Large cities belonging to a district take on additional tasks - depending on their capabilities - for which the district is responsible for smaller communities . The most populous large district city in Germany is the Rhenish city of Neuss in North Rhine-Westphalia with 153,896 inhabitants (as of December 31, 2019).

Brandenburg

In the state of Brandenburg , according to Section 1, Paragraph 3, Clause 1 of the Municipal Constitution of the State of Brandenburg of December 18, 2007, municipalities with more than 35,000 inhabitants belonging to a district are granted the status by ordinance of the Interior Ministry. The relevant population figure is the last updated population figure published by the Berlin-Brandenburg Statistics Office as of June 30 and December 31 of each year (Section 1, Paragraph 3, Clause 2 of the Municipal Constitution of the State of Brandenburg). The award of the designation can be revoked under certain circumstances.

Mecklenburg-Western Pomerania

Large cities in the state of Mecklenburg-Western Pomerania are the city of Neubrandenburg and the Hanseatic cities of Greifswald , Stralsund and Wismar . These cities had lost their status as independent cities in 2011 due to a regional reform .

North Rhine-Westphalia

In the state of North Rhine-Westphalia there is a similar legal regulation as in the state of Brandenburg. According to Section 4 of the municipal code for the state of North Rhine-Westphalia , the threshold of 60,000 inhabitants applies; the state government, as a large city belonging to a district, determines the city that exceeds this threshold value on three consecutive reference days (June 30, December 31). This status is also deleted by ordinance, either at the request of the city concerned if the required number of inhabitants is undercut by more than 10 percent on five consecutive reference days, or ex officio if the required number of inhabitants is more than 20 percent on five consecutive reference days is fallen below. According to § 1 of the ordinance for the determination of the cities belonging to the large district and the central cities belonging to the district according to § 4 of the municipal code for the state of North Rhine-Westphalia , large cities belonging to the district in North Rhine-Westphalia are: Arnsberg , Bergheim , Bergisch Gladbach , Bocholt , Castrop-Rauxel , Detmold , Dinslaken , Dormagen , Dorsten , Düren , Gladbeck , Grevenbroich , Gütersloh , Herford , Herten , Iserlohn , Kerpen , Lippstadt , Lüdenscheid , Lünen , Marl , Minden , Moers , Neuss , Paderborn , Ratingen , Recklinghausen , Rheine , Siegen , Troisdorf , Unna , Velbert , Viersen , Wesel , Witten

Rhineland-Palatinate

In the state of Rhineland-Palatinate , according to Section 6 (1) of the municipal code of Rhineland-Palatinate (GemO), cities with more than 25,000 inhabitants that are part of a district are declared to be large cities that are part of a district by law or, upon their request, by a statutory ordinance of the state government.

Schleswig-Holstein

In the state of Schleswig-Holstein , the city of Norderstedt has been a large district city since 2005 as part of a pilot project. According to the bill to amend the municipal constitution of July 5, 2011, all cities with 50,000 or more inhabitants should be able to receive this status in future.

Thuringia

In the Free State of Thuringia , according to Section 6, Paragraph 4 of the Thuringian Municipality and District Code (ThürKO), municipalities belonging to the district can be assigned extended tasks upon their request if they have the necessary administrative and financial strength, thus enabling better performance of tasks in the interests of the residents and the economic and effective performance of the tasks in the entire district area is guaranteed. The decision is made by the state government by means of an ordinance with the consent of the state parliament; it is linked to the declaration of a large city belonging to the district.

At the same time, Thuringia is also known as a large district town .
