The district assemblies of Mecklenburg-Vorpommern are the local people's representatives at the level of counties .

Basics

The legal basis for the district councils and the parliaments of the independent cities in Mecklenburg-Western Pomerania can be found in the municipal constitution for the state of Mecklenburg-Western Pomerania (KV MV). More precisely in Part 2 Section 2 in Paragraphs 103 to 119. The tasks are outlined in Section 104 KV MV.

The composition of the district councils is regulated by the law on elections in the state of Mecklenburg-Western Pomerania (LKWG MV). Section 60 (3) specifies the number of members of the district councils. Counties with up to 175,000 inhabitants have 61 members, over 175,000 inhabitants 69. In counties with an area of ​​over 4,000 km² the number increases by 8 members.

In the case of the two independent cities, the number of members is based on Section 60, Paragraph 2, which determines the number of members of the municipal councils. Below is the relevant extract from 75,000 residents:

The figures are maximum figures, as there are no overhang mandates in Mecklenburg-Western Pomerania's municipal electoral law . However, a shortfall is permissible. The regulations on leaving and moving up can be found in paragraphs 53 to 55 KWahlG MV. A party must draw up a list of candidates before the election. If a party now receives so many votes that it cannot fill all its seats with candidates from the list, the total number of seats in parliament is reduced by the seats that cannot be filled. A subsequent nomination of candidates in order to be able to occupy all the seats due is not possible. In the independent city of Greifswald, for example, the BG received three seats after the election. However, she only had two candidates on her list. Thus the total number of seats in the citizenry decreased by this one place.

Every eligible voter has three votes , which he can distribute to only one or to up to three parties / persons (§4 KWahlG MV).

The last election of the district assembly took place on May 26, 2019.

The following parties are currently represented in all parliaments: CDU , Die Linke , SPD , AfD , Bündnis 90 / Die Grünen and FDP .

The CDU is the strongest party in the six districts. In Rostock, Die Linke has the most MPs. The CDU and SPD are equally represented in the Schwerin city council.
