When he first participated in the Olympics in 1972 in Munich , he was eliminated in the individual competition in the round of 16, the German team was already defeated in the first encounter clearly against the eventual Olympic champions from Hungary. At the fencing world championships in Gothenburg in 1973 , the German team fought their way to the final and defeated the Hungarian team there; Reinhold Behr, Joachim Peter, Jürgen Hehn , Joseph Szepesi and Harald Hein thus won the first world championship title for German epee fencers. In the individual ranking, Behr achieved fifth place, the best placement for a German epee fencer after the Second World War. In 1974, Behr did not take part in any international tournaments for reasons of study.

In 1975 in Budapest , Alexander Pusch won the first individual title of a German epee fencer at a world championship; Behr, Hehn, Pusch and Elmar Beierstettel won the silver medal behind the Swedes in Budapest. At the 1976 Olympic Games in Montreal , Behr finished ninth in the individual competition, while Alexander Pusch became Olympic champion after beating Jürgen Hehn in the final. As in the World Cup last year, Swedes and Germans faced each other in the final of the team competition. Behr lost his four battles in the final, the German team was defeated by the Swedes 8-5. Together with Pusch, Hehn, Volker Fischer and substitute Hanns Jana , Behr received the silver medal, the first ever medal for a German sword team. In the post-Olympic year 1977, Behr took first place in the German best list.
