The UN Security Council Resolution 1850 was adopted on December 16, 2008 at the 6045th session of the UN Security Council by 14 votes in favor, no against, with one abstention (Libya). It insists on adherence to the roadmap for a lasting two-state solution to the settlement of the Israeli-Palestinian conflict in accordance with the "Joint Annapolis Declaration" and calls for increased diplomatic efforts for a comprehensive, just and lasting peace in the Middle East .
prehistory
In order to revive the Middle East peace process, US President George W. Bush invited to a conference in Annapolis in 2007 . Finally, Israel's Prime Minister Ehud Olmert and the President of the Palestinian Authority Mahmud Abbas announced in a joint declaration on November 27, 2007 that it was agreed to immediately start bilateral negotiations for a peace treaty and that every effort would be made to ensure that this was the case before the end of 2008 to conclude an agreement. A declaration by the Middle East Quartet in Sharm El-Sheikh on November 9, 2008 stated that the bilateral negotiations are well on their way.
In November 2008, the conflict over the Gaza Strip escalated again until Operation Cast Lead began on December 27, 2008. On December 4, 2008, serious clashes broke out between Israeli settlers and Palestinians in Hebron .
The resolution
First of all, attention is drawn to the validity of the previous resolutions 242 (1967) , 338 (1973) , 1397 (2002) and 1515 (2003) , as well as the Madrid Principles ( Declaration of Principles on Temporary Self-Government ).
Then compliance with the commitments according to the "Joint Annapolis Declaration" is required. All states and international organizations are called upon to support the Palestinian government and to help build Palestinian institutions. There is also a strong demand for diplomatic efforts to be strengthened in order to promote mutual recognition and the coexistence of all states in the region.
