Richard A. Boucher (* 1951 in Bethesda , Maryland ) is a former US diplomat who served among other things from 1993 to 1996 Ambassador to Cyprus , from 2001 to 2005 Assistant Secretary of State for Public Affairs and from 2006 Assistant Secretary of State for South and Central Asian Affairs was.

Life

Studies and beginning of the diplomatic career

After attending school, Boucher began studying English and French literature at Tufts University , graduating in 1973 with a Bachelor of Arts (BA English & French Literature). He then worked for the Peace Corps in Senegal from 1973 to 1975 and then took up postgraduate studies in economics at George Washington University , before entering the diplomatic service of the US State Department in 1977 . Between 1979 and 1980 he was a consular officer at the Consulate General in Guangzhou and later from 1984 to 1986 permanent representative of the Consul General in Shanghai . In 1986 he returned to the Ministry of Foreign Affairs and was the chief evaluation officer in the operations center and then from 1987 to 1989 deputy head of the Office of European Security & Political Affairs .

After Boucher was deputy spokesman between 1989 and 1992, he served from 1992 to 1993 as spokesman for the State Department. He then succeeded Robert E. Lamb as ambassador to Cyprus on November 22, 1993 and remained in this diplomatic post until June 12, 1996. He himself then succeeded Richard W. Mueller as consul general in Hong Kong in August 1996 and practiced this function until July 1999.

After returning to the United States, Boucher served as Assistant Secretary of State for Public Affairs for the Asia-Pacific Economic Community (APEC) at the State Department between 1999 and 2000, and on January 5, 2001, succeeded James Rubin . In this position he was until his replacement by Sean McCormack on June 2, 2005, both head of the subdivision for public relations and chief spokesman for the State Department.

Assistant Secretary of State

On February 21, 2006, Boucher became the new Assistant Secretary of State for South and Central Asian Affairs and thus head of the newly created subdivision for South and Central Asia (Bureau for South and Central Asian Affairs) of the State Department. He held this position until May 25, 2009, and on June 6, 2008, he was appointed Career Ambassador , the highest level in the US Foreign Service . On June 2, 2009, he was replaced by Robert O. Blake, Jr. , who was previously Ambassador to Sri Lanka .

The daughter Madeline Boucher and the son Peter Boucher emerged from the marriage of Boucher, who was also involved in the Pilgrims Society , with Carolyn Brehm.
