Richard John Hely Hutchinson, 4th Earl of Donoughmore PC FRS (* 4th April 1823 ; † 22. February 1866 ) was a British politician of the Conservative Party , which in 1851 the title of the 4th Earl of Donoughmore and the subordinate title of Peerage of Ireland inherited and became a member of the House of Lords until his death through the title of 4th Viscount Hutchinson of the Peerage of the United Kingdom . In addition, he was Paymaster General from 1858 to 1859 and President of the Board of Trade for a few months in 1859 .

Life

Hely Hutchinson was the eldest son and second child of John Hely-Hutchinson , who was a member of the House of Commons with one interruption between 1826 and 1832 and was given the title of 2nd Earl of Donoughmore by his uncle John Hely-Hutchinson, who died childless in 1832 3rd Earl of Donoughmore inherited, as well as his second wife Margaret Gardiner, a daughter of Luke Gardiner, 1st Viscount Mountjoy . He served as a reserve officer in the 98th "Prince of Wales" Regiment of Foot and in 1849 became a lieutenant colonel in the service of the South Tipperary Militia .

After the death of his father on September 14, 1851 he inherited the titles from the Peerage of Ireland as 4th Earl of Donoughmore of Knocklofty and the subordinate titles as 4th Viscount Donoughmore of Knocklofty, in the County Tipperary and 5. Baron Donoughmore of Knocklofty, in the County Tipperary . However, he received membership in the House of Lords through the title 4. Viscount Hutchinson of Knocklofty, in the County Tipperary from the Peerage of the United Kingdom, which the Hely Hutchinson family had held since 1821.

On February 20, 1858, Earl of Donoughmore was appointed Paymaster General (Paymaster General) by Prime Minister Edward Smith-Stanley, 14th Earl of Derby and held this position until March 3, 1859. With the office of Paymaster General , the function as Vice- Minister of Commerce (Vice-President of the Board of Trade) . He also became a member of the Privy Council (PC) in 1858 .

As part of a cabinet reshuffle, he took over from JW Henley on March 3, 1859 the office of Minister of Commerce (President of the Board of Trade) , while Algernon Percy, Lord Lovaine was his successor as Paymaster General. He held the office of President of the Board of Trade until June 11, 1859.

In 1865 he became a Fellow of the Royal Society .

Marriage and offspring

His marriage to Thomasina Jocelyn Steele on April 7, 1847 resulted in two daughters and four sons.

His eldest daughter, Lady Margaret Frances Hely Hutchinson, was with Colonel Douglas James Proby , who was a member of the House of Commons and deputy lieutenant in several counties for a few months in 1910 . The second eldest daughter, Lady Mary Sophia Hely Hutchinson, was married to Lewis Vivian Loyd , who was also a member of the House of Commons from 1892 to 1895.

His eldest son, John Luke George Hely-Hutchinson, inherited the title of 5th Earl of Donoughmore and subordinate titles after his death.

His second eldest son, Walter Francis Hely Hutchinson, was governor of the Natal colony between 1893 and 1901 and then governor of the Cape Colony from 1901 to 1910 . The third son, Patrick Maurice Hely Hely Hutchinson, was an officer who took part in the Zulu War in 1879 and in the suppression of the Urabi movement in Egypt in 1882 . The fourth and youngest son Granville William Hely Hutchinson was, among other things, Justice of the Peace in County Tipperary .
