Richard Kaiser (born April 3, 1935 in Matzen ; † June 28, 2019 in St. Pölten ) was an Austrian politician ( ÖVP ) and farmer . Kaiser was a member of the National Council and a member of the Federal Council .

education and profession

Kaiser attended elementary school between 1941 and 1945 and then secondary school until 1946. In 1946 he switched to the secondary school of the school brothers in Vienna - Strebersdorf , which he graduated with the Matura in 1954 . He then began studying agriculture at the University of Natural Resources and Life Sciences in 1954 , which he obtained in 1958 with the academic degree Dipl.-Ing. completed. Kaiser was a member of KaV Norica Wien and the KÖHV Sängerschaft Waltharia Wien in the ÖCV.

After completing his studies, Kaiser joined the Lower Austrian Chamber of Agriculture in 1959 and worked between 1960 and 1962 as the secretary of the St. Pölten District Chamber of Agriculture. He then took on the role of cattle traffic officer from 1962 to 1967 and worked as a market consultant between 1967 and 1973. In 1974 he was promoted to head of the market department of the Lower Austrian State Chamber of Agriculture and worked in this position until 1986. In addition, from 1976 to 1993 he was Chairman of the Cattle and Meat Commission at the Federal Ministry of Agriculture and Forestry and from 1993 to 1997 a member of the Board of Directors of Agrarmarkt Austria (AMA). In addition, from 1995 to 1997 he was chairman of the AMA's advisory board for livestock and meat. As a sideline, Kaiser ran a farm in Matzen, which he had taken over from his parents in 1983. Kaiser was awarded the professional title of Economics Council in 1992 .

From 1980, Kaiser was a local councilor in Matzen-Raggendorf and from 1995 he was deputy mayor. He was heavily involved in farmers 'representatives, from 1979 he was local farmer chairman of the market town of Matzen, from 1985 district farmer council chairman of Gänserndorf, from 1976 member of the regional farmers council and from 1980 member of the regional board of the Lower Austrian farmers' union. Within the ÖVP, he held the post of sub-district party chairman of the ÖVP Gänserndorf from 1980, was a member of the district party leadership and the main district party leadership from 1980 and deputy chairman of the main district party from 1987. At the end of his political career, Kaiser also took on the role of district party chairman of the Gänserndorf senior citizens' association in 1998.

Kaiser initially represented the ÖVP in the National Council from February 10, 1986 to November 11, 1990. He was also a member of this body from December 19, 1990 to November 6, 1994 and from March 15, 1995 to January 14, 1996, the last time he was able to replace Michael Spindelegger . Then Kaiser moved to the Federal Council, where he represented the ÖVP and the state of Lower Austria from January 25, 1996 to March 19, 1996. Subsequently, Kaiser was again a member of the National Council from March 20, 1996 to October 29, 1996.
