Richard Arthur Lloyd Livsey, Baron Livsey of Talgarth CBE , DL (born May 2, 1935 in Talgarth , Breconshire , † September 15, 2010 in Brecon ) was a British politician ( Liberal Democrats ) who was a member of the House of Commons for the constituency of Brecon and Radnorshire was.

education and profession

Livsey attended Bedales School in Peterfield , Hampshire , and the Seale-Hale Agricultural College at the University of Plymouth in Devon . He served in the Royal Army Service Corps (RASC).

Livsey initially worked for ICI ; from 1961 to 1962 as an employee at the Kirkcudbrightshire Dairy Farm , from 1962 to 1964 as a sales representative and from 1964 to 1967 as Agriculture Development Officer in Northumberland . He was a Master of Agriculture ( Farm Manager ) at Blair Drummond Estate Perthshire from 1967 to 1971. At Welsh Agriculture College , later part of Aberystwyth University , he was a Senior Lecturer in Farm Management from 1971 to 1985 . From 1981 to 1985 he ran his own sheep farm .

Political career

In 1960 he became a member of the Liberal Party and ran in 1970 as a candidate for parliament for the constituency of Perth and Eastern Perthshire , 1979 for Pembroke and 1983 for the constituency of Brecon and Radnor. On the fourth attempt, he won 1985 in his constituency Brecon and Radnor, later Brecon and Radnorshire, in a by-election as a Liberal with a majority of 559 votes. On July 4, 1985, he took up his position as the successor to Tom Hooson . Due to his professional background, he became a member of Parliament's Select Committee on Agriculture . From 1985 to 1987 he was a spokesman for the Liberals for Agriculture ( Agriculture Spokesperson ). In 1987 he was also the spokesman for the Alliance Countryside Spokesman, made up of the Liberal Party and Social Democratic Party for Rural Affairs . He retained his seat in the 1987 general election and was Liberal Democrat Spokesman for Wales or Shadow Minister for Wales from 1985 to 1987 and again from 1997 to 2001. He was party leader in Wales from 1988 to 1992 and again from 1997 to 2001. From 1988 until 1990 he was spokesman for the Liberal Democrats for the Water Bill. He was also a member of the Welsh Affairs Select Committee .

He lost his seat in the constituency of Brecon and Radnorshire in the 1992 general election , where he lost to the winner with 130 votes. In 1997, however, he was re-elected to the House of Commons, with a majority of over 5000 votes. After the 2001 election, Roger Williams was his successor.

Membership in the House of Lords

Livsey was named a Life Peer as Baron Livsey of Talgarth , of Talgarth in the County of Powys on October 16, 2001 . From 2001 to 2006 he was the Front Bench Rural Affairs and Agriculture Spokesman for the Liberal Democrats.

He gave his inaugural address at the House of Lords on November 7, 2001. He last spoke on July 27, 2010. The last time he was present at one vote was on July 28, 2010. Since 2002 he has been spokesman for Welsh affairs ( Front Bench Welsh Affairs Spokesman ) of the Liberal Democrats and from 2004 to 2006 and again from 2009 a member of the European Sub-Committee D on Environment and Rural Affairs .

Further offices and honors

Livsey was a member of the Trusteeship Council of the Campaign for the Protection of Rural Wales , Chairman ( Chairman ) of the Brecon Jazz Festival from 1993 to 1996 and a member of Talgarth Male Choir . He helped found the Welsh Agricultural College . From 2003 to 2005 he was President of the Brecknock Federation of Young Farmers' Clubs . At the Talgarth Cricket Club he was Vice-President . He was also a member of the British Veterinary Association . In 1987 he was President of the Brecon and District Disabled Club and from 2003 to 2005 President of the Wales European Movement .

In 1992 he became Commander of the Order of the British Empire (CBE). Since 2005 he was Deputy Lieutenant .

Personal

Livsey was married. He had two sons and a daughter. Livsey died at his Brecon home on September 15, 2010, at the age of 75 .
