The guidelines for the construction of rural roads ( RAL for short ) are a technical set of rules for the design of rural roads in Germany, which was announced on May 16, 2013 with the general circular road construction 08/2013 by the Federal Ministry of Transport, Building and Urban Development . The publisher is the Research Society for Roads and Transport in Cologne.

The RAL reflect the state of the art and are binding for new construction as well as the conversion and expansion of country roads if an introduction has been issued by the highest road construction authority in the relevant federal state. However, since the specifications cannot cover all possible design tasks, the traffic planner has a margin of discretion and in justified individual cases the specifications can also be deviated from.

Basics

The set of rules applies for roads, which in accordance with the guidelines for integrated network design the (RIN) of road LS I to LS IV (and possibly LS V) are assigned and road legally seen federal , state or state , county or local roads are . This primarily includes single -lane roads that are free of construction and with plan-like or plan-free junctions outside built-up areas. Even short two-lane sections (up to about 15 km) that do not have to be cultivated are considered rural roads in the sense of the directive. Longer two-lane and multi-lane roads (motorways) and inner-city roads (city streets) are dealt with in the guidelines for the construction of motorways and guidelines for the construction of city streets and are therefore not part of the RAL.

Using the principles, design elements and equipment features listed in the regulations, traffic planners can design safe and functional country roads. At the same time, the use of the RAL standardizes new construction as well as the conversion and expansion of country roads in Germany.

Previously valid regulations have lost their validity with the announcement of the RAL. In detail, this concerns the following regulations:

content

The RAL is divided into a total of seven sections and eight appendices. After an introduction in the first section, the second section explains the four main objectives that the traffic planner must consider when designing rural roads. According to this, the highway should have a high level of traffic safety and traffic quality and at the same time be as environmentally friendly and inexpensive as possible to manufacture, maintain and operate. The section also names influencing variables with the help of which the aforementioned goals can be achieved.

The third section provides the transport planner with the basics of the planning process and describes the individual planning stages from pre-planning to implementation planning. New compared to the previously valid RAS-L is the definition of four different design classes (EKL 1 to EKL 4).

In the fourth section, standard cross- sections are listed. Specifications for the design of the lines and junctions can be found in sections five and six. The seventh section finally deals with the associated road equipment .

The appendix contains, among other things, a large number of design notes on node elements and an extensive collection of examples for all types of node points.
