Rolf Cebin

Rolf Cebin (born May 25, 1945 in Lauingen (Donau) ) is a former German police officer. From 1987 to 2010 he was police chief in Duisburg .

Professional background

Cebin studied law in Bonn. After passing the second state examination in 1972, Cebin became an assessor at the Düsseldorf district government. Afterwards he was head of human resources for the school sector and a consultant in the Ministry of Science and Research . On October 1, 1987, he became police chief of Duisburg, and in May 2010 he retired due to old age.

Controversy

During his 22-year tenure as Chief of Police, Cebin was involved in various controversies:

Blood test for officers

On the recommendation of the Duisburg police doctor, Cebin introduced a mandatory blood test for Duisburg police officers in addition to the compulsory driving ability test that police officers have to undergo on a regular basis. Rainer Wendt , NRW head of the "German Police Union", who was the chief inspector in Duisburg at the time, announced a lawsuit against these instructions, but was previously transferred to Mönchengladbach . A later lawsuit by the regional chairman of the Federation of German Criminal Investigators ( BdK ) against this “compulsory blood test” was rejected by the Düsseldorf Administrative Court with reference to the civil servants ' obligation to obey . The BdK announced a revision at the OVG Münster.

"Angstraum" Marxloh

In July 2008, Cebin described the Duisburg- Marxloh district as an Angstraum , in which certain streets and squares were avoided, which " some of the foreign youth and some of young Germans with a migration background (...) apparently (view) as their territory " and thus resolved a nationwide debate on the situation in problem areas. While the police union and local SPD politicians explicitly praised Cebin's initiative, critics accused him of one-sided fixation on migrants and dramatization. Cebin himself did not comment on the allegations; He advocates (as of 2008) the increased acceptance of police officers with a migration background and their deployment in districts such as Marxloh.

Duisburg flag dispute

As part of a pro-Palestinian demonstration with 10,000 participants, organized by the Islamic movement Millî Görüş , police officers in Duisburg stormed the apartment of a student who had put an Israeli flag on the window and balcony and removed the flags. The incident, known as the Duisburg flag dispute, led to severe criticism of Cebin's operational planning and calls for his resignation. Cebin later apologized for the action taken by the emergency services.

Love Parade 2010

A year before the accident at the Love Parade on July 24, 2010 , Cebin expressed concerns about holding the world's largest techno festival in Duisburg because there was a lack of suitable areas with the necessary access and departure routes. The Bundestag member Thomas Mahlberg , chairman of the CDU Duisburg, therefore and for other reasons demanded that Cebin be recalled. Two months before the Love Parade, Cebin went into retirement.
