Romuald Niescher

Romuald Niescher (born February 9, 1933 in Innsbruck ; † May 22, 2017 ) was an Austrian politician ( ÖVP ). In particular, he was mayor of Innsbruck from 1983 to 1994 .

Life

Niescher attended elementary school and the academic high school in Innsbruck . In 1951 he became a member of the MKV association K.Ö.St.V. Teutonia Innsbruck . Because of a serious illness, Niescher had to drop out of school. In 1953 he entered the service of the Tyrolean non-profit housing association. In addition, he resumed his studies at the workers' secondary school and was able to catch up on his Matura in 1955. During this time he found his way to the student association AV Austria Innsbruck in the ÖCV . In 1971 he was appointed authorized signatory in the Tyrolean non-profit organization. After leaving the mayor's office, Niescher was the first managing director of the Innsbruck Social Fund (old people's and nursing homes of the city of Innsbruck; abbreviation ISF; today's ISD). In the Tyrolean Youth Hostel Association he worked as an honorary chairman until his death. Niescher was also an honorary member of the advisory board for the Tyrolean Social Service.

Romuald Niescher married Gertrud Obwexer in 1960, with whom he had three children, Romuald, Matthias and Barbara Niescher.

Romuald Niescher died on May 22, 2017. On Tuesday, May 30, 2017 at 8 a.m. there will be a special municipal council meeting in the presence of a. a. by LH Günther Platter and Landtag President Herwig Van Staa in memoriam of the former Mayor Romuald Niescher in Innsbruck City Hall. On Wednesday, May 31, 2017 at 3 p.m., the memorial service will take place in the Wilten collegiate church. The deceased is then escorted to the Westfriedhof by conduct.

Political career

Niescher joined the young generation of the ÖVP in 1954 , and in 1961 also joined the ÖAAB sub-organization . For eight years he was Deputy Chairman of the Young Generation. In October 1965 he became a local councilor in Innsbruck, 1966 chairman of the ÖVP in the Innsbruck district of Reichenau . In 1971 he became the city councilor in charge of legal affairs, housing, asset management, property and building management and cemeteries. In 1977 he became the first deputy mayor and on June 1, 1979 city party chairman of the ÖVP in Innsbruck. From 1983 to 1994 Niescher was mayor, succeeding Alois Lugger .

Romuald Niescher implemented several projects during his tenure, including a new traffic concept for Innsbruck with the introduction of toll zones, the creation of the Baggersee leisure area in Rossau and the initiation of the introduction of the first emergency medical vehicle (NAW) in the state capital.

Innsbruck had financial problems in the 1990s. In addition, there were internal party reform discussions that ultimately led to the split off and founding of the citizens' movement “ For Innsbruck ” under his successor Herwig van Staa . The failed Olympic referendum in autumn 1993 led to the defeat of the Innsbruck ÖVP in April 1994. This was the decisive factor for Niescher's political departure from politics in 1994.

Awards

Romuald Niescher was awarded the Cross of Merit of the State of Tyrol , the Great Medal of Honor of the Republic of Austria , the Medal of Honor of the State of Tyrol , the 1976 Olympic Medal and the Great Gold Medal of the Republic of Austria .

The municipal council of the city of Innsbruck has given Romuald Niescher honorary citizenship due to his decades of municipal council activity and his eleven years of service as mayor of Innsbruck, which he and Paul Flora were given on September 25, 2002.

The Academic Senate of the Leopold-Franzens-University Innsbruck awarded Romuald Niescher the title of "Honorary Citizen" by resolution of March 18, 1999.

Since May 19, 2013 Romuald Niescher was the honorary ring holder of the Mittelschüler-Kartell-Verband (MKV) .
