Rose Kabuye

Rose Kabuye (born April 22, 1961 in Muvumba , Rwanda as Rose Kanyange ) is a former guerrilla fighter of the Rwandan Patriotic Front ( retired lieutenant colonel) and a Rwandan politician. She is the former Chief of Protocol to President Paul Kagame .

Life

Kabuye is one of nine Rwandan officials charged by investigating magistrate Jean-Louis Bruguière in 2006 for the shooting down of President Juvénal Habyarimana's plane in 1994 , and wanted by French authorities. The event is believed to have triggered the systematic genocide in Rwanda , which resulted in 800,000 deaths.

She grew up in exile in Uganda as one of many Tutsi refugees and joined the Rwandan Patriotic Front (RPF) there in the late 1980s. Within the rebel movement, she rose to the position of the highest ranking woman and, as a major, led parts of this force. After 1994 she worked as a member of parliament and mayor of the capital Kigali . There she campaigned for the improvement of women's rights and the reconciliation between Hutu and Tutsi . She is considered a close confidante of President Kagame, for whom she has been chief of protocol since 2006. In this role she has often worked abroad and several times in Germany.

Kabuye was arrested on arrival at Frankfurt Airport in November 2008 on the basis of an international arrest warrant issued by the French authorities . France accuses her of participating in the murder of Rwanda's former President Juvénal Habyarimana, who was shot down in his plane in 1994. The arrest has created diplomatic entanglements as Rwanda believes that Rose Kabuye was on a diplomatic mission. After an initial formal protest, the Rwandan government expelled the German ambassador from the country a few days later. In addition, the Rwandan ambassador for Germany was "called back for consultations". In Kigali, several thousand people demonstrated against the arrest in front of the German embassy.

Kabuye was extradited to France in January 2009. After several interrogations, the warrant was overturned in March 2009.
