Roßkopf attended elementary school and learned the trade of a businessman. After two and a half years of military service, he trained as a farmer and attended an agricultural school. There he was second mayor, district councilor, member of the district committee and chairman of the CSU parliamentary group in the district council of the Neuburg an der Donau district . From 1962 to 1970 he represented the constituency of Neuburg an der Donau-Stadt und -Land in the Bavarian state parliament as a directly elected member. In 1967 he gained his attention when he found a statue of St. Nicholas from Rieder Tor in Donauwörth , which was swimming in the Danube near Rennertshofen . He did not want to return it personally, but had the mayor pick it up. In the end, the statue was taken away by the police in Roßkopf's absence. In 1972 he was under discussion as a candidate for the office of district administrator in the newly formed district of Neuburg-Schrobenhausen , but was defeated by Walter Asam . In July 1972, Roßkopf was elected deputy district administrator from the district council. In 1978 Roßkopf ran for the office of mayor of Rennertshofen , but he was defeated by the non-party Ernst Gebert.
