The city ​​where the Ruhr estuary came from was the name given to the proposals made by leading business circles and by the then Mayor of Duisburg , Karl Jarres, in the 1920s to unite the cities of Mülheim an der Ruhr , Oberhausen , Sterkrade , Osterfeld , Homberg and Rheinhausen with Duisburg into one large community .

The economic character of the community in question for this Ruhr estuary would have found its strongest expression in the commonality of the heavy iron industry, mining and the enormous handling capacity of the ports in the Ruhr estuary.

The suggestion was made because the plan for a Ruhr city from Duisburg to Dortmund had been abandoned. Instead, people thought about dividing today's Ruhr area into around five large cities around the city centers of Duisburg, Essen , Gelsenkirchen , Bochum and Dortmund. The proposal for a city at the mouth of the Ruhr also ultimately failed due to the veto of the independent cities of Mülheim an der Ruhr and Oberhausen and the opposition of the Prussian government.
