City association model (Ruhr area)

The city ​​association model for the reorganization of the Ruhr area , which was to take effect on January 1, 1975, was presented to the public by the then North Rhine-Westphalian Interior Minister Willi Weyer on October 18, 1972. With the adoption of the Ruhr Area Act on July 9, 1974, which implemented an alternative city ​​and district model , the city association model was discarded.

Since around 1968 there have been plans to reorganize the Ruhr area. They all proceeded from the usual way of incorporating smaller communities and also certain large cities into neighboring cities and other cities.

The restructuring of the Ruhr area was planned for July 1, 1974 under the Minister of the Interior Willi Weyer. He presented two models for this:

  • City and district model (unofficial: incorporation model)
  • City association model

In contrast to the city and district model, the city association model did not include the previous independent cities of Castrop-Rauxel , Gladbeck , Herne , Wanne-Eickel , Wattenscheid and Witten in neighboring large cities.

The affected communities and districts were given the right to be heard. Your comments should be with the Minister of the Interior by January 10, 1973.

Bochum rejected the city association solution because the city wanted to incorporate Herne, Wanne-Eickel and Wattenscheid as well as to achieve enlargements south of the previous urban area.

Dortmund also wanted to enlarge its urban area in the south.

Recklinghausen, Herne, Wanne-Eickel and Castrop-Rauxel were in favor of forming their own city association from their cities. Some voices wanted to include Marl and Herten as well.

Many municipalities rejected the city association model because it was considered to be only a pioneer of a later wave of incorporation. It was seen as an advantage that the model enables regional and more effective administration without destroying the urban structures that have evolved. Finally, the city association model was not accepted. The state parliament preferred a modified city and district model with fewer incorporations than originally planned.

Contrary to the original plans of the Interior Ministry, the territorial reform in the Ruhr area did not come into force until January 1, 1975.

Tasks and administration

The city associations should according to the ideas of the Interior Ministry u. a. take on the following tasks from their member cities: land-use planning, development programs, leisure centers, large hospitals, garbage disposal and local public transport.

The administration of the city association should lie with the city association assembly, which is composed of the city association representatives, who are elected by the councils of the member communities. The chairman of this assembly should have the title of city association president. None of the member cities was allowed to have an absolute majority of the seats in this parliament. This particularly affected Dortmund, which would have had more than half of the residents of the city association. But food could also have been affected.
