Sérgio de Jesus Fernandes da Costa Hornai is an East Timorese lawyer.

From 2007 to 2013, Hornai was Commissioner of the National Electoral Commission (CNE).

On May 22, 2009, Hornai was appointed General Defender ( Portuguese Defensor Público Geral ) by the President of the Court of Appeal Cláudio de Jesus Ximenes . Hornai held the office until 2018.

In 2012 he was appointed a member of the Council of State for five years by the East Timorese National Parliament . On January 15, 2019, Parliament elected Hornai as the new Commissioner of the Comissão Anti-Corrupção (CAC) by 42 votes to 13, with two abstentions . Hornai was sworn in on January 21st.

In 2012 Hornai received the Ordem de Timor-Leste .
