Career

Tilman graduated from the Diponegoro State University (UNDIP) in Semarang, Indonesia, with a law degree in 1999 . Tilman was appointed Judge of the District Court of Dili in 2000 by Sérgio Vieira de Mello , the UN Special Envoy for East Timor and administrator of the country during the UN administration . He held the office until he was appointed chief prosecutor for the Dili district in 2006 and for the Baucau district in 2011 . Parallel to his time in Dili, Tilman also taught at the Universidade da Paz (UNPAZ) and the Universidade de Díli (UNDIL). In 2004 he completed legal training in Lisbon and in 2005 in Dili. MPs from the government camp demanded that two candidates must be nominated for an election. On July 20, the government presented Sérgio Hornai as the second candidate . Tilman thereupon declared in a letter to parliament on September 18 that he would resign and returned to the Justice Department as a prosecutor . Hornai was elected as the new CAC commissioner on January 15, 2019.
