José António de Jesus das Neves ( battle name: Samala Rua ; born June 15, 1962 in Poetete , Portuguese Timor ) is an East Timorese official.

Career

Neves received a degree in philosophy at the Theological Philosophy College in Malang ( East Java , Indonesia ) and acquired in 2003 a master's degree in Education and Development at the University of East Anglia ( Norwich , UK ). In 2007 he received the Australian Leadership Award in Melbourne . From January to April 2009, Neves was a member of the British Chevening Fellows for the “What makes democracy works?” Course at the University of Birmingham .

During the Indonesian occupation (1975-1999) Neves was an activist in the youth movement of the East Timorese resistance. As a result, he was arrested and detained in Malang Prison from 1994 to 1997 for three and a half years.

After the independence referendum in East Timor in 1999 , Neves worked for national and international organizations, for example for the UNDP in 2001 as a national advisor for civil education projects and from 2004 to 2007 as a project manager for building management capacities for development aid projects of the World Bank . In 2004 he contributed to the chapter on internment and detention on the final report of the Reception, Truth and Reconciliation Commission of East Timor (CAVR). Neves was Senior Political Advisor to the State Secretary for Youth and Sport until he became Deputy Commissioner of the Comissão Anti-Corrupção (CAC) for Education, Campaigns and Research in 2014 .

On October 26, 2016, Neves announced at an event below the statue of John Paul II in Tasitolu that he would run as an independent candidate in the 2017 East Timor presidential election . As a result, Neves had already resigned his position in the CAC in July. In the March 20th vote, Neves received just 2.26% of the vote.

In the parliamentary elections in East Timor in 2017 , Neves came 16 on the list of the Partidu Libertasaun Popular (PLP), but is not a party member.

On September 29, 2017, Neves was appointed Vice Minister for Education and Culture . His term of office ended with the assumption of the VIII government of East Timor on June 22, 2018. He was succeeded by João Zacarias .

Neves is now Executive Secretary of the Justice and Peace Commission.
