Vítor da Conceição Soares , also Victor da Conceição Soares is an East Timorese university professor and politician. He has a master’s degree and is a member of FRETILIN .

Soares was assistant dean of the faculty of technical engineering at Universidade Nasionál Timór Lorosa'e (UNTL) as early as 2001 . In 2006 he followed Inácio Moreira as dean. He held the office until at least 2010.

From July 14, 2006 to August 8, 2007, Soares was also Vice Minister for Technical and Higher Education under Prime Ministers José Ramos-Horta and Estanislau da Silva .

He later became a consultant at the Academia de Café de Timor-Leste (ACTL).

With the change in the governing coalition and the admission of FRETILIN to the 8th government , Soares was sworn in as MPM Minister for Petroleum and Minerals on May 29, 2020 .
