Manuel Coutinho Bucar Corte-Real is an East Timorese civil servant. From 2010 to 2018 he was Deputy Commissioner of the Comissão Anti-Corrupção (CAC).

Career

Until his first degree in 1993, Bucar studied economics at Udayana University in Bali . He received his Masters in Economics, Marketing and Public Relations in October 2009 from the School of Economics and Management at the University of Minho in Braga, Portugal . During the time of the Indonesian occupation of East Timor, Bucar was head of the Economic and Development Commission of the Ainaro district from 1996 to 1999 .

From 2001 to 2006, Bucar was Dean of the Economics Faculty of the Universidade Nasionál Timór Lorosa'e (UNTL). From 2006 to 2007 he was Inspector General of the East Timorese government . He was also commissioner of the Comissão Nacional de Eleições (CNE) during the local elections in East Timor 2004-2005 .
