The Comissão Nacional de Eleições ( National Electoral Commission ) CNE organizes elections in East Timor .

The headquarters of the CNE was initially on Avenida Bispo Medeiros in Dili 's Quintal Bot district (Suco Santa Cruz ). Today it is located on Avenida 20 de Maio 45 in the Colmera district .

The CNE monitors the work of the government agency Secreteriado Técnico de Administração Eleitoral STAE , approves the STAE's guidelines for the elections and examines complaints about the conduct of the elections. For criminal offenses in elections, however, East Timor's highest court, the Tribunal de Recurso de Timor-Leste ( German  Appeal Court of East Timor ) is responsible. The competences of the CNE are defined by Law 5/2006.

The members of the commission are appointed for six years. According to Law 05/2006, the commission consists of:

  • three members appointed by the President
  • three members appointed by the national parliament
  • three members appointed by the government
  • a judge elected by his colleagues
  • a public prosecutor elected by his colleagues
  • a criminal defense attorney chosen by his specialist colleagues
  • a representative of the Catholic Church
  • a representative of the other religious communities
  • a representative of the women's organizations

However, with Law 07/2016, the CNE was restructured. Now it consists of:

  • a member appointed by the President
  • three members appointed by the national parliament, at least one of whom must be a woman
  • a member appointed by the government
  • a judge elected by his colleagues
  • a public prosecutor elected by his colleagues

The President of the CNE is now elected by the national parliament, instead of by the commissioners themselves, as was previously the case. They only choose the commission secretary / vice-president from among their own ranks.

President

Faustino Cardoso Gomes has been President of the CNE since 2008. On May 1, 2013, he was replaced by José Agostinho da Costa Belo Pereira . Alcino Baris has been President since 2016 .

Duarte Tilman Soares was replaced by Afonso Carmona as commissioner on April 24, 2019 . Odete Maria Belo was elected as the new Vice President.

The main hall of the CNE headquarters in Dili is named Lariguto . In 1983, the Indonesian-appointed governor Mário Viegas Carrascalão , who originally belonged to the UDT , and the head of the FALINTIL Xanana Gusmão met in Lariguto . It was the beginning of the cooperation between the two political factions to liberate East Timor from the Indonesian occupation. The name of the hall symbolizes the cooperation between various political parties for the benefit of the country.
