Odete Maria de Freitas Belo (born October 10, 1973 in Baucau , Portuguese Timor ) is a politician and civil servant from East Timor . She has a doctorate.

In the election to the Constituent Assembly of Nepal 2013 Belo was an election observer. From 2013 to 2014, Belo was Director of the Acting Management of the Autonomous Service for Medical and Health Equipment (SAMES), which investigated irregularities at SAMES. In May 2014 she was a member of the East Timorese technical team that provided legal assistance for the local elections in Guinea-Bissau .

Belo then moved to the State Secretariat for the Decentralization of Administration (SEDA), which existed until 2015, as office manager. Since 2013 Belo has also been Commissioner and Vice-President of the Comissão Nacional de Eleições in East Timor (CNE). She was confirmed by the government in 2016 for a further term until 2021. In 2019 she was also Executive Director of SAMES.

On May 29, 2020, Belo was sworn in as the East Timorese government's new Minister of Health .
