Sérgio Gama da Costa Lobo (born July 19, 1958 in Hatu-Builico , Portuguese Timor ) is an East Timorese politician. From 2012 to 2015 he was the country's health minister . Lobo is a member of the largest ruling party Congresso Nacional da Reconstrução Timorense (CNRT).

Lobo graduated in General Surgery in 1997 from Diponegoro University in Semarang ( Indonesia ). In 2000 he completed a course on health financing at the World Bank Institute in Washington, DC , and a course on Pacific Senior Public Management at the Asian Development Bank Institute in Suva ( Fiji ) and Brisbane ( Australia ). Lobo learned hypnotherapy online at the American Hypnosis Motivation Institute between 2009 and 2011 and at the Path Light Center in Singapore in 2011 .

In 1975 Lobo taught at the technical school of Prof. Silva Cunha in Dili for the pre-secondary level. Under the Indonesian occupation, he then worked from 1976 to 1977 for the Timor Timur Provisional Government (PSTT) as a journalist for the Timor-Timur Membangun and radio announcer for Radio Pramuka and Radio Lorosae (Information Department). This was followed by teaching at Externat São José between 1978 and 1980 and the vice presidency of the transitional health authorities in Dili. At the same time, Lobo was private secretary to the Indonesian governor in Timor Timur Guilherme Gonçalves from 1979 to 1980 . From 1981 to 1984 he was employed as an assistant lecturer at the medical faculty of the UNS in Solo . In 1985, Lobo founded the East Timorese student organization ( OJETIL ) in Solo , of which he was the local chairman. From 1988 to 1989 in obstetrics and gynecology and from 1989 to 1990 Lobo worked at the General Hospital Center in Dili. This was followed by positions as an assistant doctor for surgery in Semarang, in the General Hospital Center in Kariadi , as a teacher in the nursing school in Semarang and as a trainer in the nursing academy in Semarang. In 1998 Lobo worked as a surgeon at the Christian Hospital in Tayu ( Central Java , Indonesia).

From 1999 to 2000 Lobo was responsible for the health sector in the Conselho Nacional de Resistência Timorense (CNRT). In 1999 he also founded the working group for those working in the East Timorese health sector, which he headed until 2000. In the UN administration , Lobo was the head of the health service in the Ministry of Social Affairs.

On July 10th, 2001, Lobo was arrested for a physical assault on his wife. He was previously arrested on the same charge in February. According to the allegations, Lobo is said to have engaged in several violent acts over the course of 15 years of marriage. At the trial, Lobo stated that due to the East Timorese culture, he had a right to know where his wife is and to control her. The judge found that society's expectations drove the accused to pursue his actions. On July 25, Lobo was conditionally released from Becora Prison and placed under house arrest. The couple's four children remained under the father's supervision. Various human and women's rights movements used the reports on the case to denounce the widespread domestic violence in East Timor. Lobo's wife was housed in a women's shelter. Her husband refused to give her a divorce. Lobo was tried for assault and property damage in 2008 but was acquitted. The proceedings were closed in 2009.

From 2005 to 2012 Lobo worked as clinic director of the Foho Osan Mean Clinic , from 2010 to 2012 of the Istana Clinic, Mandarin in Dili and from 2011 to 2012 of the Cindranita Clinic in Fatuhada / Dili. Between 2008 and 2009, Lobo advised the Ministry of Economy and Development and from 2009 to 2010 and 2011 to 2012 the Ministry of Health . On August 8, 2012, Lobo finally took over the post of Minister of Health from his predecessor Nélson Martins . With the government reshuffle on February 16, 2015, Lobo resigned from the ministerial office. His successor was Maria do Céu Sarmento .

For the Eighth Constitutional Government of East Timor , Lobo was to become Minister of Health again in 2018 under Prime Minister Taur Matan Ruak , but President Francisco Guterres refused to appoint him, as did other nominated members of the government, citing ethical reasons. In Lobo, Guterres was referring to behavior towards his wife. Deputy Minister of Health Élia António de Araújo dos Reis Amaral is therefore the head of the ministry.

Due to the threat of the COVID-19 pandemic in East Timor , Lobo was appointed as coordinator of the working group to prevent and mitigate the outbreak of COVID-19 in the government's crisis team and the commission to advise and evaluate strategies for the prevention and control of the coronavirus pandemic ( tetum Komisaun Akompañamentu no Avaliasaun Estratéjia ba Prevensaun no Kombate Pandemia Koronavírus , CAAEPC-COVID-19).

Further commitment

Lobo has been the head of the Catholic scouts in Dili since 1978 and international representative since 1980. From 1978 to 1980 he was a member of the pastoral commission of the Diocese of Dili . Lobo has been advising the East Timorese Medical Association since 2005.

From 2010 to 2014 Lobo was a member of the National Executive Council of the Cruz Vermelha de Timor-Leste (CVTL), the East Timorese Red Cross.
