The Asian Development Bank ( English Asian Development Bank , shortly ADB ) is a multilateral development bank based in Manila ( Philippines ).
history
In March 1965, initiated United Nations Economic and Social Commission for Asia and the Pacific of the United Nations the establishment of a development bank for this space. Was already on 4 December 1965 in Manila , initially 21 states, including the former Federal Republic of Germany , by 31 January 1966 by nine other countries, including Austria , the Agreement signed establishing the Asian Development Bank. This came into force with the deposit of the 15th instrument of ratification or acceptance with the Secretary General of the United Nations on August 22, 1966.
With Niue as the latest addition to date (2019), the Asian Development Bank has 68 member states.
tasks
The activity is primarily aimed at reducing poverty in Asia and the Pacific region through economic development and cooperation . In its strategic master plan (2001 to 2015), the bank placed the focus of its activities on private sector development, regional cooperation and sustainable environmental policy .
The bank grants loans and makes equity investments. Although lending to the private sector is possible, most loans go to the public sector.
Via the (legally dependent) Asian Development Fund - which Germany co-founded as well - the bank grants low-interest loans to its poorer regional member countries ( see also: Development Aid ).
organization
Each member country appoints a member and his or her deputy for the Board of Governors of the bank. This elects the Board of Directors , consisting of twelve members and their deputies. Eight of them represent the Asia-Pacific region, while another four come from other regions of the world. Even the president ( President ) of the Bank is elected by the Board for a term of five years, his re-election is possible. The chairman presides over the board of directors and is subject to its instructions in the management of the bank. Traditionally, a Japanese is always elected to the office of President. The first president was Takeshi Watanabe , from January 1999 this office was held by Tadao Chino , who was replaced in February 2005 by Haruhiko Kuroda . Kuroda's successor was Takehiko Nakao in April 2013 . Japan is one of the bank's largest shareholders.
Representative offices are maintained in many countries; the European office is in Frankfurt am Main .
The European Office was set up on the basis of the agreement of December 11, 1996, which granted the Bank and its employees certain diplomatic privileges and immunities. The agreement entered into force on March 1, 1998.
Members
The largest shareholders in the Asian Development Bank are Japan and the USA with 12.8 percent each.
